JAMMU, Sept 10: Three KAS officers, one of whom has retired, have been suffering due to delay by the State Government in fixation of their seniority behind 1999 batch of KAS officers.
Notwithstanding the fact that all procedural wrangles have been cleared by various Government orders for fixation of their seniority, they continued to suffer due to final issuance of the seniority order.
The officers included YP Suman, PK Koul and Anjana Tickoo. Of them, Koul has since retired.
All the three KAS officers had been assigned the Time Scale on notional basis vide Cabinet order No. 188/25/2013 dated 4/9/2013. However, they had to be assigned the seniority list of KAS officers ahead of 1999, which has not been re-fixed so far.
During release of their grade also, their seniority was ignored.
Though the officers were working against the posts of Special Secretary, their seniority has been fixed even below the rank of the Deputy Secretary. They have been kept below 1999 batch.
The officers had given detailed representation to the former Chief Secretary but their issue was not settled. Now, they have decided to submit detailed representation to new Chief Secretary BR Sharma and hoped that he will settle their issue and fix their seniority ahead of 1999 batch.
