JAMMU, Apr 15: Over 60,646 posts of Gazetted and Non-gazetted cadre are lying vacant in various departments of the State Government in Jammu and Kashmir.
Official sources said that out of the total, the highest number of 16,447 posts are lying vacant in the Education department, followed by 5793 in the Health and Medical Education department. Even in the Department of Ladakh Affairs, about 2147 posts are lying vacant, of which 715 posts pertain to promotion quota. Out of the total 60,646 posts; 38,409 posts pertain to direct quota whereas, 22237 posts belong to promotion quota.
Data compiled from the General Administration Department (GAD) revealed that in Education department, a total of 16,447 posts are presently lying vacant. Out of these posts; 10,685 posts of Gazetted and Non-gazetted Cadre are vacant in School Education department. Over 9,367 posts, mostly belonging to teachers’ cadre, are presently lying vacant in various schools. Besides these, 1315 posts of Gazetted cadre of direct quota and 1729 posts of promotion quota of this cadre are also yet to be filled up. 4036 posts of promotion quota from Non-gazetted cadre are also lying vacant in School Education department.
In Higher Education Department, 2773 posts of both Gazetted and Non-gazetted cadre are lying vacant. Out of these posts, 2173 posts are of Gazetted cadre, 326 Non-gazetted from direct quota while 62 posts of Gazetted cadre and 212 posts of Non-gazetted cadre from promotion quota are yet to be filled up.
Similarly, in Health and Medical Education department, a total 5793 posts of Gazetted and Non-gazetted cadre are lying vacant, out of which 3523 posts pertain to direct quota while 2270 posts from the promotion quota.
In Ladakh Affairs department, a large number of 2147 posts are lying unfilled since long. Out of the total, 1432 posts belong to direct quota while 715 posts are of promotion quota. In Home department, about 9472 posts of both the cadre are falling vacant. Out of the total, 6911 posts belong to direct quota while 2561 posts of promotional quota. Majority of 8356 posts are of Non-gazetted cadre while promotion quota posts are just 126 in this department.
In General Administration Department 150 posts of Gazetted rank and 159 posts of Non-gazetted cadre of direct quota and 13 posts of promotion quota are lying vacant. In Technical Education & Youth Services and Sports Department, 1346 posts of direct quota and 634 posts of promotion quota are falling vacant. Out of these 202 posts of direct quota are of Gazetted cadre while 1143 Non- gazetted cadre.
In PWD (R&B) Department, 936 posts of Gazetted and Non-gazetted cadre of direct quota are yet falling vacant. 437 posts lying vacant belong to promotion quota in R&B. In PHE, I&FC 814 posts of Non-gazetted cadre and 41 posts of Gazetted cadre under direct quota and 641 posts of promotional quota are lying vacant.
In Power Development Department (PDD), a total of 2865 posts are still lying vacant, out of which 814 posts pertain to direct quota and 2051 of promotion quota. Out of them, 1697 posts belong to Non-gazetted cadre. In Agriculture Production department, a total of 2429 posts are lying vacant, out of which 832 posts belong to direct quota whereas, 1597 posts of promotion quota.
In Forest department, 2235 posts of Gazetted and Non-gazetted cadre are lying vacant. Out of the total, 1939 posts are of Non-gazetted cadre while 296 posts are of Gazetted cadre. 1587 posts falling vacant in Forest department pertain to direct quota. In Social Welfare Department, 799 posts of Gazetted and Non-gazetted cadre are falling vacant. Out of the total, 755 posts are of Non-gazetted cadre and 44 posts Gazetted. 444 posts are from direct quota of Non-gazetted cadre. 355 posts of promotion quota are also falling vacant due to non-conduct of DPC since long.
In Rural Development Department 1010 posts of Non-gazetted and 198 posts of Gazetted cadre are falling vacant whereas, in Information department 78 posts of direct quota and 153 posts of promotion quota are lying vacant. In CAPD department, 733 posts of Non-gazetted cadre and five posts of Gazetted cadre are lying vacant.
In Finance department total 2113 posts of Non-gazetted cadre and 114 posts of Gazetted cadre are falling vacant whereas, in Planning department 785 posts of Non-gazetted cadre and 66 posts of Gazetted cadre are falling vacant. In Cooperatives department, 341 posts of Non-gazetted cadre and 145 posts of Gazetted cadre are falling vacant, in Revenue department 778 posts of Non-gazetted cadre while in Industries and Commerce Department 1311 posts of Non-gazetted cadre and 146 posts of Gazetted cadre are lying vacant.
Official sources further indicated that apart from these posts, during last five years 40461 vacant posts were filled up under direct quota on the recommendation of Public Service Commission and the SSRB authorities. In respect of 17253 vacant posts of various cadre and departments, the selection process is under way.
Secretary, SSRB J&K, Khursheed Ahmed Shah when contacted said that apart from chairperson, five members are there in the Board. He said there is no shortage of staff and even the strength of the members is also adequate. Even the support staff including clerical cadre employees are also sufficient in number.
He said the Board has already completed the selection procedure of nearly 4000 teachers but due to court stay, the selection lists of five districts has been stayed. Even the list of JEs was also released but that list has also been stayed by the court. He said recently the process of recruitment for over 17,000 posts was being initiated and more advertisements are coming up frequently.
Replying to another question, the Secretary Board said that for technical posts, it takes some time for selection. Even the Board hires the services of experts in the field for the conduct of interviews. For the conduct of written tests, some time is consumed. Mr Shah pointed out that he can not give average time frame for selection process but it depends on the nature of posts advertised and number of posts being filled up. Moreover, recently the process for recruitment of 15,500 posts of clerical cadre in different departments was initiated. Type/ computer test was conducted, followed by interviews. This type of exercise is time consuming. He said that SSRB was functioning smoothly and interviews for the different posts are being conducted without much delay.
