Ladakh UT issues fresh SOPs for passengers, labourers

LEH, July 27: The Administration of Union Territory of Ladakh today issued fresh SOPs for the passengers/ tarvellers / labourers for the Covid -19 management on the phased re-opening (unlock-2) in the UT.
Chairman, State Executive Committee (LDMA), Advisor Umang Narula issued the order regading modifications in the Covid-19 management /instructionshere today. The order said that all the passengers arriving in Ladakh, both by air and road, are advised to get themselves tested for Covid -19 , not later than 48 hours before their arrival in Ladakh from ICMR approved test laboratories. But such persons who are without a valid Covid -19 test report of not later than 48 hours, before their arrival , will undergo mandatory quarantine at their place of stay for seven (7) days. Such persons may have to undergo a Covid-19 test and will only be released from quarantine, if his/her test report is found negative, the order said.
The order further said that labourers coming to Ladakh are advised to come through contractors or Labour agencies with Covid -19 test report of 48 hours before their arrival in Ladakh from ICMR approved Labs. Such labourers who arrive in Ladakh without any Covid-19 test report, shall have to under go seven days mandatory institutional quarantine after which they will be tested for Covid-19. They will be released only after their report is found negative. However, this will not be applicable to the labourers of Army/ MES/BEACON/ BRO who will be governed in terms of their own internal protocol. This order shall come in force from July 29, 2020.
Official spokesman said that UT Administration has set up a Control Room at Leh for for incoming labourers to Ladakh by air or road. The phone and whatsapp number of the Control Room is 982-2352158/ 7051985137. The UT Administration will reimburse their Covid -19 test expenses from ICMR approved Labs at Govt approved rates.
The Labourers coming from Kashmir via Drass shall register themselves at the designated Medical Screening Point at Menamarg and Khaltse and share daily registered data with UT Control Room, Leh. Covid-19 test report shall be checked there. The labourers coming from Manali side by road shall register themselves at Medical screening point at Upshi. Others coming by air shall be registered at Leh Airport. The labourers who shall report negative shall be allowed to move to their places of work. SDMs along with ALCs shall be over all incharge of their registration and verification. Numberdars and Ward Members along with Councillors / Sarpaches shall be monitoring labourers and submit daily raport to the DMs/SDMs. The social distancing shall be monitored at their work places, the official said.
