JAMMU, Apr 20: State Cabinet today gave nod to the implementation of Victim Compensation Scheme in the State and revisiting of rules relating to study leave and deputation of the Government employees to reinstate the provision of payment of salary and study allowance.
Official sources told EXCELSIOR that after thorough discussion on the proposal of Home Department, the Cabinet in-principle agreed to implement the Victim Compensation Scheme, which is aimed at providing funds for the purpose of compensation to the victims or dependents who suffer loss or injury as a result of crime and who require rehabilitation.
However, on the intervention of some Ministers, the Cabinet directed the Principal Secretary, Home Department to reconsider the proposed compensation amount and make the same reasonable. “The Ministers were of the opinion that proposed amount was not adequate and it should be enhanced”, sources added.
The Home Department has proposed Rs 1 lakh compensation for loss of life, Rs 2 lakh for death by torture in police custody, Rs 50,000 for loss of any limb or part of body resulting in 80% or above handicap, Rs 20,000 for loss of limb resulting in 40% and below 80% handicap, Rs one lakh for rape of minor or rape in police custody, Rs 50,000 for rape, Rs 20,000 for acid victims and Rs 10,000 for injury causing severe mental agony to women and child victims in the cases like that of human trafficking.
It is pertinent to mention here that despite directions of the Supreme Court as well as Union Ministry of Home Affairs the State Government failed to formulate the Victim Compensation Scheme during the past several years. “Now, as the compliance affidavit has to be filed in the Supreme Court, the Home Department has woken up from the deep slumber and sought the approval of the Cabinet for the implementation of Victim Compensation Scheme in the State”, sources said.
The Cabinet also cleared the proposal of Finance Department regarding revisiting of rules relating to study leave and deputation of the employees in order to reinstate the provision of payment of salary and study allowance during study leave. Due to this decision, the difficulties being faced by those who genuinely deserve to pursue higher studies would get removed.
As per the proposal cleared by the Cabinet, Government servant will draw leave salary equal to the pay the employee is drawing before proceeding on such leave in addition to the admissible study allowance. During study leave availed in India, a Government servant will draw leave salary equal to the pay and the payment of leave salary at full rate will be subject to the furnishing of a certificate by the Government servant to the effect that he is not in receipt of any scholarship, stipend or remuneration in respect of any part-time employment. No study allowance will be paid during leave for courses of study in India.
Moreover, all the departments will have to ensure that only genuine and deserving cases avail the benefit. The concerned administrative department will be competent to sanction the study leave and the General Administration Department on the recommendations of the administrative department concerned and with the consent of the Finance Department will grant study leave outside the State and within India.
The Cabinet also approved creation of 38 posts in Employment Department of various categories by corresponding reduction of 14 posts. The created posts include 4 posts of Management Executive/ Counsellor, 11 posts of Junior Assistants/Computer Operators, 2 posts of Section Officer, 3 posts of Senior Stenographers, 2 posts of Assistant Programmer, 8 posts of Head Assistants.
With the creation of these posts there would be one Management Executive Counsellor and one Junior Employment Officer in each district along with other support staff. This is expected to improve the pace of SKEWPY implementation across the State.
The Cabinet also approved the creation of 3 posts of Superintendents of Police in the Ministerial Executive Cadre (Steno) by corresponding reduction of 3 posts of DySPs in the same cadre. The Cabinet further approved creation of 3 posts of Superintendents of Police in the Ministerial Executive Cadre (General) by corresponding reduction of 3 posts of Inspectors in the same cadre.
