Pen down strike call by CLTC experts engaged under PMAY

JAMMU, Dec 21: The City Level Technical (CLTC) Experts engaged by the J&K Government under Prime Minister Awas Yojana (PMAY) – Housing for All (Urban) Mission-2022, have called for pen down strike as they are without salary for the last 16 months.
Aggrieved CLTC Experts, who are mostly M. Tech, B.Tech and even Ph.D in the field and engaged by the Government on certain terms and conditions have stated that they are not being paid for the last 16 months now. The matter was taken up by the senior officers concerned and even with the Administrative Department (JKHUDD) but till today their issue has remained unresolved due to the adamant attitude of some of the officers. They have not even accorded extension in view of the Covid-19 Pandemic situation or other reasons.
They further alleged that over 60 Technical experts engaged by the Housing Department under the scheme are facing mental and financial harassment. The officers at the helm of affairs were forcing the staff to work without extension which is due since March 2020 and also without paying salaries of the last 16 months for the reasons well know to them. They only allege slow progress on the project.
The aggrieved staff pointed out that 78 towns are approved in J&K under the Mission and total funds released by agency SLNA / JK Housing Board for project execution till date has already been utilized 99.9% in most of the towns and disbursed to beneficiaries by the field experts. But despite this, the experts are being made to suffer, which is unjustified and unreasonable. There have been delays in releasing funds for the beneficiaries and other administrative procedures but experts were being made scapegoats.
These hapless technical experts have now gone on pen down strike as the Govt has failed to release their wages for the last 16 months. They have sought intervention of Lt Governor, Manoj Sinha to resolve the issue as the Technical Experts are made to face starvation by the people at the helm of affairs.
