JAMMU, Aug 5: Prime Minister Narendra Modi said today that after abrogation of Article 370 in Jammu and Kashmir on this day two years ago, every citizen of Jammu and Kashmir has got every right and every facility.

“History will remember this day for years. Two years back, the dream of ‘Ek Bharat Shresth Bharat’ was strengthened with abrogation of Article 370 in Jammu and Kashmir and the citizens of J&K were given all rights and facilities,” he said, adding two years ago this day the first big step towards a new Jammu and Kashmir was taken.
“A historic day. Two years ago, on this day, the first big step towards a #New Jammu Kashmir was taken. Since then, there has been unprecedented peace and progress in the region,” Modi said in a tweet.
In a series of official achievements released by the Central Government during two years of abrogation of special status with title ‘Jammu and Kashmir Marching to a New Tune’, the Government said 18800 posts have been advertised by the Services Selection Board (SSB) in Jammu and Kashmir for accelerated recruitment drive Phase-I while 15260 vacancies have been identified for Phase-II.
“Recruitment will be quick and transparent,” it said.
Listing benefits of abrogation of Articles 370 and 35-A, the Government said 41.05 lakh domicile certificates have been issued so far including 55,931 to West Pakistan Refugees (WPRs), 2754 Valmikis and 789 Gorkhas,
“WPRs, Valmikis, Gorkhas, Displaced Persons, Safai Karamcharis and children of women married outside J&K got the justice,” it said.
The Government said 4,05,226 women federated into 46720 Self Help Groups while Rs 910.91 crore were availed by SHGs from the J&K Rural Livelihood Mission for Women Empowerment Programme for capitalization and as a bank credit.
“Hausla Programme gave wings to women entrepreneurs of Jammu and Kashmir, access to finance, selling products via e-commerce platform and identifying and empowering women entrepreneurs as role models,” the Government said.
On development front, the Government declared that Kashmir will be connected through rail by December 2022 by completing Udhampur-Srinagar-Baramulla Rail Link Project.
“World’s highest railway bridge is being constructed at a height of 359 meters from the river bed level. 8.45 kilometer long twin tube Qazigund-Banihal tunnel has been completed and open for trial. Light Metro Rail Transit System planned for Jammu and Srinagar is scheduled for commencement in March 2025. Over 3167 kilometers road length under PMGSY , 5500 kilometers under black topping covered in 2020-21,” he said.
The Government pointed out that this was for the first time in Jammu and Kashmir’s history that 150-year-old Darbar Move was done away with leading to savings of around Rs 400 crores annually.
“e-office implementation will support governance via paperless office management to ensure transparent, efficient and accountable administration while Digital Village Centres have become backbone of outreach at grass-root level. Wi-Fi access has been given at common place in the village. To ensure accountability in the implementation of the projects, Government has made 100 percent physical verification of the projects mandatory. All capital allocations are being made Online via Budget Estimation Allocation monitoring System (BEAMS),” the Government said.
It noted that Jammu and Kashmir recorded one of the highest footfalls of tourists between November 2020 and April 2021.
“An event titled “Tapping the Tourism Potential of Kashmir—Another Day in Paradise” jointly organized by the Tourism Ministry, Department of Tourism Jammu J&K and FICCI in Srinagar was organized on April 12 and 13 this year. Foundation of Tirupati Temple has also been laid in Jammu,” the Government said.
It added that Jammu and Kashmir started 50 new colleges adding 20000 additional seats in one year alone, the single largest in 70 years. Enrolment in Kashmir went up by 70 percent under ‘Aao School Chalein’.
Rs 6021 crore were disbursed to 7,18,258 KCC Crop accounts and accounts running in lakhs were opened under PMSBY, PMJJB and PMJDY.
It added that Rural BPOs have been established in all district headquarters while Memorandum of Understanding with NBCC for execution of the IT towers has been signed. Work will be completed by December 2022.
In Youth Employment and Entrepreneurship, the Government said there has been focus on livelihood generation, education & skill development, counseling, financial assistance, sport and recreation while 4500 Youth Clubs are under the process of establishment
In Sports, the Government said over six lakh youth participated in diverse sports activities. Indoor Sports Complex have been established in every district, floodlights, synthetic turfing has been done in stadia and international level facilities have been generated along with more training scope in KISCE in Srinagar.
On One Nation, One Constitution, One Flag, One Market, the Government said National Flag now unfurled on all Government buildings, 890 Central laws have been made applicable to J&K, All unjust and discriminatory laws have been removed. As many as 205 State Laws were repealed. CAT now protects rights of employees while CIC and CVC are functioning for better oversight over the Government.
“There has been 100 percent coverage of 55 individual beneficiary schemes being ensured, 59 percent increase in beneficiaries of Social Security and pension scheme and special focus on border areas,” the Government said.
On health infrastructure, the Government said new infrastructure projects worth Rs 7500 crore are coming up, 1617 seats have been added in Medical Education, Rs 881 crore have been approved for up gradation of infrastructure and there will be 100 percent completion of projects by March 2022.
As many as 70,000 ration cards were seeded with Aadhaar, 50,000 families were covered under Health Insurance Scheme and around 19,000 loan cases were identified for financing during Back 2 Village Programme.
Under Power to All, 100 percent households have been electrified while all 18.16 lakh rural households of J&K will have functional household tap connections by September 2022.
