JAMMU, Feb 5: The PoJK Visthapit Sewa Samiti has strongly opposed the move of the J&K Government to close the process of claims worth Rs 5.5 lakhs in favour of DPs from PoJK and Chhamb under PM’s package.
The Samiti on behalf of PoJK and Chhamb Displaced Persons, submitted a representation to the Divisional Commissioner Jammu today projecting demand of revisiting the closure of scheme of Central assistance for one time settlement of displaced families from PoJK and Chhamb under PM
Development Package-2015 in view of many remaining cases.
It was pointed out that Department of Disaster Management, Relief, Rehabilitation and Reconstruction, Government of UT of J&K has issued Notice No. DMRRR-ER/76/2021 dated 24-01-2022 for the closure of the scheme which states that no claim shall be entertained after February 10, 2022.
Samiti said the Government of J&K notified the scheme approved by the Ministry of
Home Affairs, Government of India, for Rehabilitation Package of PoJK DPs of 1947 and Chhamb DPs of 1956 & 1971, in terms of Govt. Order No. 22-DMRR&R of 2017 dated 27-03-2017 followed by Govt. Order No. 07-JK(DMRRR) of 2019 dated 11-12-2019 read with corrigendum dated 11-12-2019 and Govt Order No.20-JK(DMRRR) of 2020 dated 10-02-2020. The scheme provides financial assistance of Rs 5.5 lakh to each displaced family of PoJK and Chhamb.
During 75 years of displacement, in majority of cases head of the families have died and the descendants of families have replicated to multiple families. It becomes more complicated to obtain consent document from all these separated families. There is loss of record over the period of time and many displaced families whose record is not traced could not apply. Moreover, due to post August 2019 and prevailing situation of pandemic Covid-19 many left out families could not obtain the required documents from the concerned office.
They further added that many family members of the eligible beneficiaries are residing outside J&K for different purposes and could not apply for the claim due to prevailing pandemic situations. Keeping in consideration all these genuine issues and problems, the Govt must withdraw this notice and continue the scheme for one more year in the interest of left out families of PoJK and Chhamb displaced families, Samiti pleaded.
