Cabinet to clear proposal for creation of 385 posts today

JAMMU, June 5: In view of increased air traffic and threat perception, the security grid at both the strategically important airports of the State is being expanded and State Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah tomorrow morning, will clear the proposal of Home Department for creation of additional 347 posts of different ranks of police personnel.
Authoritative sources told EXCELSIOR that though the work load at Jammu and Srinagar airports has increased considerably during the past some years due to operation of multiple flights yet there was no change in the composition of security at these airports.
“As the present scale and composition of security at strategically important Jammu and Srinagar airports is not commensurate with the present air traffic, it is necessary to augment the deployment of security cover”, they said.
As per the laid down procedure, increase or decrease of Airport Security Unit is determined by a Joint Survey Committee comprising Civil Aviation/ Airport Authority of India, Central Reserve Police Force (CRPF), J&K Police, Central Industrial Security Force (CISF) and Intelligence Bureau after carrying out proper survey of airport, number of flights, influx of departing/ arriving passengers and operational hours.
Sources informed that the Civil Aviation and Bureau of Civil Aviation Security through two separate teams got a survey of Jammu and Srinagar airports conducted in 2005 and assessed the requirement of Airport Security Unit (ASU).
Based on the requirement, two teams proposed revised structure at the airports of Jammu and Srinagar vis-à-vis threat perception. The teams proposed requirement of 380 posts for Jammu airport and 347 posts for Srinagar airport.
“Out of the requirement of 380 posts worked out for Jammu airport, 196 posts have already been created and 184 posts are yet to be created. Similarly, as against requirement of 347 posts for Srinagar airport, only 146 posts are in place and additional 201 posts are required to be created”, sources said.
On the basis of requirement worked out by Civil Aviation and Bureau of Civil Aviation Security, Police Headquarters prepared a proposal for creation of 385 posts for enhanced security at Jammu and Srinagar airports and submitted the same to the Home Department, sources said, adding the proposal was then referred to the Finance Department with the mention that there would be no financial implications for the State Government as the expenditure on the salary component of the staff will be reimbursed by the Airport Authority of India.
After seeking necessary clarifications from the Home Department, the Finance Department finally gave approval to the proposal on March 26, 2012 with the conditions that the posts will be created in approved pay bands and grade pays in terms of the relevant Service Recruitment Rules of the Department and the posts will be funded by the Bureau of Civil Aviation Security (BCAS).
“Now, the Home Department is placing a proposal before the State Cabinet tomorrow for its nod to the creation of 385 posts for Jammu and Srinagar airports’ security, sources said.
The posts being created for Anti-Hijacking Jammu include two of DySP rank, 3 Inspector, 48 Sub-Inspector, one ASI, 11 Head Constable, 116 Constable and 3 follower. Similarly, 201 posts for Anti-Hijacking Srinagar include two DySP, 11 Inspector, 93 Sub-Inspector, one ASI, 53 Head Constable, 32 Constable and 9 follower.
