Joint Directors with 3 years experience to be promoted

JAMMU, Sept 20: The Gazetted Recruitment Rules for the Department of Youth Services and Sports have been notified 40 years after the inception of the department, today.
The historic notification and SRO 415, dated: 20-09-2013 in this regard has been hailed by all and sundry working in the department and this historical step by the Minister for Youth Services and Sports, Taj Mohi-ud-Din and his team of Officers has brought cheers to thousands of employees.
According to these newly framed rules, the Joint Director with three years experience in his cadre is eligible for the post of the Director in the DYSS. In case of non-availability of eligible or suitable candidates for the post of Director in the Department, a KAS or an IAS Officer can hold the charge of a Director.
Likewise, the Deputy Directors with an experience of 3 years are eligible for the post of Joint Directors and the Assistant Directors or the District Officers can become Deputy Directors after holding the post for 5 years.
The Physical Education Lecturers and Zonal Physical Education Officers are eligible to become District Youth Services and Sports Officers or Assistant Directors with 5 year experience in their cadre in the ratio of 2:1 respectively.
The post of Physical Education Lecturers can be filled in by 50 percent direct recruitment and the rest of the 50 percent by promotion from Physical Education Masters with 5 years experience as such including 2 years experience after acquisition of Post Graduation from a recognized University.
However, in case of Physical Education Masters possessing Post Graduate degree of MEd (Physical Education), One-year Course, a minimum of 7 years experience out of which 2 years experience after acquiring such Post Graduation will be minimum requirement for eligibility.
Moreover, in case of non availability of Physical Education Masters, the Physical Education Teachers with 7 years experience as such including 2 years after Post Graduation will be considered.
The Post of Zonal Physical Education Officers can be filled 100 percent by promotion from Class-1 of Jammu and Kashmir Youth Services and Sports (Subordinate) Service from amongst members of service having 5 years substantive service in that Class.
“The notification with regard to DYSS Recruitment Rules will not only make an end to stagnation in the Department, but also will go a long way in helping the department to work independently and promote cause of sports in the State,” said a DYSS Officer in an ecstatic mood while talking to EXCELSIOR.
It is pertinent to mention here that the DYSS in the past has witnessed retirement of District Officers and even Assistant Directors confirmed only in the Grade of Masters. For that matter, this historic notification carries a great significance.
