SRINAGAR, Sept 25: Minister for Urban Development and Urban Local Bodies, Nawang Rigzin Jora today pitched for total e-Governance in Municipalities so that people are provided on line services especially online delivery of house building permissions and Birth/Death certificates.
While reviewing performance of 6 Municipal Committees of Budgam district and status of various on-going development works, Mr Jora on Wednesday urged for e-governance in Municipalities to provide better services to the people as per their expectations. He also called for taking on board relevant departments alongwith capacity building of the staff in Municipalities for this purpose. He directed that building permissions should be provided promptly without causing un-necessary harassment to the citizens.
The Minister also urged for resource mobilization in Municipalities, adding that priority should be given to out sourcing of services like Adda Entry fee. He stressed for raising income generating assets, wherever possible, to strengthen economic base of Municipal Committees. He directed the concerned officers and field agencies to give focussed attention towards sanitation in towns and cities, adding that there should be no compromise in this regard. He instructed the concerned officers to put the Draft Master Plan for Budgam under public domain so that it is approved by the Cabinet as early as possible.
While reviewing performances of 6 Municipal Committees of district Budgam on implementation of Centrally Sponsored Schemes through a Power Point Presentation, the Director Local Bodies, Kashmir revealed that under Integrated Housing Slum Development Programme (IHSDP), Rs 75 lakhs and Rs 84.4 lakhs are being expended for development of infrastructure in Budgam and Magam towns and 225 dwelling units have been constructed, (including 140 units in Magam) in these towns at a cost of about Rs 2.32 cr for construction of houses under IHSDP.
While reviewing status of drainage works, the Minister asked the Director Urban Local Bodies to engage an expert consultant for preparing Detailed Project Reports (DPR) for onward submission to the Centre for grant of required funds.
Later, the Minister inspected the new Bus Adda Budgam, spread over 42 Kanals of land and directed the concerned officers to complete new shopping complex as early as possible so that dislocated shopkeepers of old Bus Adda are properly rehabilitated.
MLA, Budgam Aga Syed Ruhullah demanded permanent street lighting system in the Municipal limits of Budgam, face lifting and sanitation of old Bus Adda and early completion of Master Plan for Budgam town.
District Development Commissioner Budgam, Khurshid Ahmad Shah, Director Urban Local Bodies, Shafat Noor, Additional District Development Commissioner Budgam, Ghulam Mohi-ud-Din, Executive officers of Municipalities and concerned officers of Local Bodies were present in the meeting.
