ABVP opposes proposed Jammu Kashmir Public University Bill

JAMMU, Oct 17: J&K unit of Akhil Bharatiya Vidyarthi Parishad (ABVP) has strongly opposes the proposed Jammu Kashmir Public University Bill 2022 to which the Lieutenant Governor of Jammu Kashmir Manoj Sinha-led Administrative Council (AC) recently gave its nod.
The major amendments proposed in the Public University Bill 2022, are relating to the appointments of Assistant Professors, Professors in Jammu Kashmir Universities which would be now made by JKPSC (Jammu Kashmir Public Service Commission) and not by the universities in the UT while for non-gazetted positions, it has been proposed to do away with interviews altogether and conduct recruitments through the Service Selection Board.
While addressing a press conference, here today, ABVP Jammu Kashmir State Secretary Mukesh Manhas said that the proposed amendment is an infringement in the academic domain of the universities and amounts to malafied attempt to increase unwanted interference of the bureaucracy into the affairs of the universities.
He said that the universities are autonomous bodies and interference of the Government bodies in the working of a university will surcease the working atmosphere and kill the basic spirit of autonomy of these institutions of higher learning
The ABVP leader demanded immediate withdrawal of the proposed Jammu Kashmir Public University Bill 2022 without any delay.
He further said the selection criteria of Assistant Professors in the college recruitments which has been recently modified by the JKPSC should also need to be changed. “ABVP demands that the JKPSC should follow UGC norms and conditions while making recruitments of Assistant professors in college cadre,” he added.
Vide notification No. HED-GAZ/218/2022-04, dated 22-09-2022, JKPSC has mentioned criterion of academic qualification where 75 marks have been allocated for written test,15 marks for interview and only 10 marks for academic qualification that includes UG/PG/NET/SET/SLET/Ph D /Experience.
Makesh Manhas said that just only 10 marks for academic qualifications, which include UG/PG/NET/SET/PhD/Experience, was not acceptable and this was the utter violation of the UGC norms and conditions by the UT Government.
ABVP Jammu Kashmir State Joint Secretary Ramnik Sharma also addressed the press conference, which was attended by Shaweta Sharma, State Joint Secretary and Shubam Raina, President Central University of Jammu.
