BJP Committee meets package, reserved category employees

JAMMU, Oct 21: The BJP Committee headed by Dr Nirmal Singh former Deputy CM to look into the issue of package, non package and reserved category employees working in Kashmir Valley held separate meetings of various delegations of these employees and other vulnerable sections of the society here at party office today.
The other members of the Committee are Dr. Devinder Manyal, general secretary of BJP, Ajay Bharti Ex-MLC, Chand Ji Bhat president KDD and Hira Lal Bhat incharge Intellectuals Cell KDD.
While all the delegations that met the Committee stressed for security of life, secure and appropriate accommodation in view of the recent targeted killings as threat to life remains the primary concern of these employees both at work place and lodging spaces.
Employees recruited under the PM package raised the issue of employment conditions, deceptive promotion policy, snail’s- pace of construction of Transit accommodation due to delaying tactics by some vested elements and other forms of harassment by elements in administration. They stressed for absorption of supernumerary posts to regular state/ UT posts on promotion or at vacant positions as was envisaged in rules and guidelines framed earlier but never followed.
All reserved category employees emphasized framing of a comprehensive transfer policy besides security of life, secure and appropriate accommodation.
The supernumerary posts drawing salary from Centre’s budget (2055 Head) was to be absorbed to the regular posts of UT’s budget of the concerned departments at the time of promotion or if the posts are vacant in that department as per order by Relief Commissioner in the year 2013. But now as per new promotion policy of year 2022 the posts are being kept as supernumerary forever and after every promotion new post is to be created which are also supernumerary.
Most of these employees are living in rented accommodation and are scattered all over places and have to travel to work places in remote areas that enhances the security risk and needs to be addressed.
Moreover security guidelines and compulsory biometric attendance sound self contradictory.
Dr. Nirmal Singh instantly took up the issue of pending salaries with Divisional Commissioner Kashmir who assured that instructions have already been issued in this regard. He however asked for details of employees yet to receive salaries for further actions.
