DSE, CEOs conduct surprise visits; take punitive action against erring officials

JAMMU, Oct 30: On the instruction of Deputy Chief Minister Tara Chand, Director School Education Jammu and Chief Education Officers of Jammu, Samba, Poonch and Reasi conducted surprise visits of various schools, education offices and ordered punitive action against the erring officials.
Director Tushar Kanti Sharma personally inspected the offices of ZEO Purmandal, ZEO Satwari, GHSS Satwari, GHSS Shastri Nagar, Middle School Gandhi Nagar and Middle School B C Road Jammu.
During the inspection of ZEO offices, some deficiencies in maintaining of record pertaining to MDM scheme/SSA and Leave Account of employees were detected following which the Mr Sharma directed the ZEOs to explain the reason for these lapses.
Taking serious note of prevailing un-hygienic condition in library as well as laboratory in GHSS Satwari, and non-maintenance of proper Leave Accounts in GHSS Shastrinagar, MS Gandhinagar and MS B C Road, the Director issued necessary instructions to CEO Jammu for initiating action against the heads of these institutions. The Director also called explanation of ZEPO Satwari Prem Pal Singh, who was found absent from the duty.
Another inspection team, comprising Personnel Officer Susheel Kumar and Joint   Director Saif Ali, conducted surprise inspection of HSS Jhajjar Kotli, HSS Dansal, HSS Kah Pota, HSS Jandrah and HSS Kathar (Manwal). Out of these five schools, Principals in three Higher Secondary Schools (Jhajjar Kotli, Dansal and Jandrah) were not present on the duty. Two Lecturers in HSS Kathar (Manwal) were also shown on duty to CEO Office and Red Cross Office Jammu.
The Director School Education took a serious note of absence of the Principals from their respective institutions and issued directions for verification of their movement claims regarding their official visit for initiating further action.
Meanwhile, CEO Jammu Tarsem Lal along with Section Officer Bashir Malik also paid surprise visit to MS Seri Kalan By Pass, GGHSS Nagrota, HS Nagrota, PS Nagrota, MS Nagrota, PS Nandani, MS Domail, MS Sangrote and PS Janatha.
In MS Seri Kallan, the CEO withheld the salaries of Master Razia Mir and teacher I P Singh, who were found absent from the duty.  Tarsem Lal also directed the ZEO to seek explanation of two teachers Kulbushan Kumar and Anita Rani, who reached the school late.
The CEO also assessed the implementation of mid-day meal in different schools and instructed the heads of institutions and teachers to have a session on moral education during the morning assembly.
CEO Poonch Abdul Hamid Fani along with DEPO Poonch N M Suri conducted a surprise visit of various schools and charge sheeted Headmaster of GMS Dalera (Zone Kanuyian Rajni Sharma for allowing most of the staff to proceed on leave.
At HS Bachianwali (Surankote), Master Abdul Karim Master was placed under suspension for his un-authorized absent for the last three days.
At MS Kohlian, the CEO placed Master Manzoor Hussain   under suspension directed ZEO Surankote to charge sheet Abdul Hamid I/C of the day MS Kohlian for keeping the space blank on punctuality register for headmaster.
At GPS Lassana, the school was found closed while Mushtaq Ahmed teacher was wandering 200 meter away from the school and Shamim Akhter 1st teacher was found absent from duty. She was placed under suspension with immediate effect. ZEO Surankote was directed to charge sheet both the teachers and submit the explanation sought from both the teachers within seven days to proceed further in the matter. In the meantime the salary of both the employees has been kept withheld.
Headmaster HS Sanai was charge sheeted to explain her position for sanctioning and entertaining the leave applications of two Masters namely P K Suri and Safeer Begum not duly signed by them. In the meantime the salary of the Headmaster has been kept withheld.
MS Potha was found locked and ZEO Surankote was directed to charge sheet all the employees working in the institution namely Manju Bala Master, Zubeda Begum Teacher Suriya Begum, Mohd Saleem Khan, Sarika Mantoo, Sagera Begum. Salary of all these employees was also kept withheld.
MS Bamalkote was also found locked and ZEO Surankote was directed to charge sheet all the employees namely Sakina Begum Master, Shaik Hussain Shah, Asif Iqbal, Ambika Soni and Rupali Khajuria besides withholding their salary.
Staff members of HS Jaran Wali Gali (Zone Balakote) were also charge sheeted and their salary withheld as the school was found locked.
At GMS Khala Bhat (Zone Balakote), Incharge Mehmood Ahmed had kept the spaces of Head Master Kushal Lata Master, Sarfraz Ahmed Khan teacher and Safia Begum teacher blank in punctuality register whereas the leave applications were available. Sensing the intensions of Mehmood Ahmed malafied for giving undue benefit to the aforesaid staff members, Mehmood Ahmed was attached with CEO office Poonch till further orders. Meanwhile his salary was also kept withheld.
A Team of CEO Reasi, headed by DEPO Vir Singh also paid a surprise visit to various schools of zone Pouni and Reasi, including    HS Nagar, MS Gunn Kolsar, Malair PS  Jardi, MS Kanha, HS Kundkhanyari, MS Lair, PS Mari, MS Kheral and MS Lower Seela.
At MS Kanha, one master namely  Hans Raj and one Teacher  Tripta Devi were  found absent following which the inspecting team ordered ZEO Pouni to withhold salary of the erring officials besides seeking their explanation.
DEPO also attended meeting with Sarpanch and other prominent members of Panchyat Kund Khanyari wherein they demanded adequate staff for the HS Kund Khanyari.
Similarly, CEO Samba S M Mahajan along with ZEO Ghagwal also conducted surprise visit of various schools, including HS Diani, PS Diani, HS Jatwal, PS Sangwali, MS Nonath and MS Ghagwal.
