18 SPs without work; DIGs, SPs serve on junior posts

JAMMU, Nov 21: After the adjustment of 93 Additional SPs last month, a number of DIGs, SSPs, probationer DySPs and 57 Prosecution Officers were still awaiting their posting for past several months, which well explained working of the Government and Police Department.
Apart from this, about 99 posts of DySPs had fallen vacant after promotion and adjustment of 93 DySPs as Additional SPs, some of which were being run by adhoc arrangements. Some of the promoted DySPs have not been relieved from the sub divisions in militancy infested Poonch and Kishtwar districts even after their adjustment as Additional SPs and asked to continue on junior posts till their successors were posted.
Official sources told the Excelsior that at least 18 SSPs and SPs have been attached with Police Headquarters, Additional DGP Armed, IGP Jammu and IGP Kashmir pending their adjustments. These SSPs and SPs have almost no job in hand, they admitted and said all of them were awaiting their further posting by the Cabinet.
The Government had asked seven SPs posted in Jammu and Udhampur districts to report to the office of IGP Jammu on October 15 when 93 DySPs promoted as Additional SPs along with others were adjusted as SPs.
Six SPs attached in the office of the IGP Jammu for past more than one month now awaiting adjustment included Rajeshwar Singh, former SP City South, Jatinder Singh Johar, former SP City North, Pawan Singh Parihar, former SP (Operations) Jammu, Shailender Singh, former SP Headquarters, Rajesh Sharma, former Additional SP Jammu and Benam Tosh, former Additional SP Udhampur.
Six SSPs and SPs have been attached to Police Headquarters for the past three months now awaiting their further posting and adjustment.
They included Sunil Gupta, SSP who was transferred from Kishtwar in the wake of August 9 violence, Shakti Pathak, Javed Koul, Ashok Sharma and Rashmi Wazir, all four SSPs, who were shifted from the State Vigilance Organisation on August 25, 2013 and Zahid Manhas, who had been transferred as Additional SP Kathua.
Three SSPs and SPs have been attached in the office of IGP Kashmir. They included Showkat Ahmad Dar, former Additional SP Anantnag, Tahir Sajjad Bhat, former SP East Srinagar and Suleman Choudhary, former SP South Srinagar.
Three SPs have been attached to the office of Additional DGP Armed.
Apart from six SSPs, two DIG were also awaiting their posting in the Police Headquarters.
While Alok Kumar, an IPS officer and DIG was awaiting posting in the Police Headquarters since he was repatriated from Bihar, where he was on Central deputation, Sunil Kumar, another IPS officer and DIG has also joined the Headquarters on return from the deputation.
Apart from them, three DIGs were working on the posts of SSPs even after approval of their promotion from SSP to DIG on August 4, 2013 after clearance (of the promotion) by the Departmental Promotion Committee (DPC) on July 26 this year.
They included Jagdish Lal Sharma, SSP CID (Special Branch), Jammu, Vijay Singh Samyal, Commandant IRP 10th battalion and Bashir Ahmad Itoo, SSP Railways Kashmir. All of them were working as SSPs for past more than three and a half months despite their regular promotion as DIGs.
The Cabinet had on August 4 also promoted T Punchok, DIG Indian Reserve Police (IRP) as IGP, who was last month given the charge of IGP IRP Jammu.
Mr Punchok was promoted as IGP while three SSPs were promoted as DIGs.
This, sources said, is despite the fact that there was no dearth of vacant posts of DIGs in the Police Department. Abdul Hamid had retired as DIG IRP Kashmir on September 30 while the posts of DIG Administration (Police Headquarters), DIG Armed Srinagar, DIG IRP Jammu, DIG IRP Kashmir, DIG CIV (Crime Intelligence Vigilance), Police Headquarters and DIG Training, Armed Police Headquarters were also vacant.
The post of DIG Administration Police Headquarters is vacant since the retirement of Rajinder Gupta on June 30 while the post of DIG CIV Headquarters had not been filled after the posting of IPS officer Satish Khandaray. The post of DIG CIV Police Headquarters fell vacant after Abdul Qayoom Manhas was promoted as IGP, who had even retired last year.
Sources said over 40 Prosecuting Officers (POs) were promoted as Senior Prosecuting Officers (SPOs) more than three months back. They too haven’t been adjusted so far.
The charge of Director Sher-I-Kashmir Police Academy (SKPA), Udhampur was being held by Joint Director Parminder Singh, DIG since the retirement of IGP Farooq Khan on September 30.
Sources said about 99 posts of DySPs were either lying vacant or being run through adhoc arrangements like posting of probationer officers. While 93 posts of DySPs had fallen vacant after they were promoted as Additional SPs last months, some other posts were vacant due to transfers and retirements.
As the Home and Police Departments haven’t posted the DySPs against the vacancies, authorities have retained four Sub Divisional Police Officers (SDPOs) in sensitive Poonch and Kishtwar districts and asked them to continue to serve as DySPs despite their promotion as Additional SPs till the Government posted their successors.
The retained officers are Amit Bhasin, SDPO Mendhar, Mohammad Rashid, DySP Headquarters, Poonch, Javed Iqbal, SDPO Surankote and Sanjay Rana, SDPO Atholi in Kishtwar.
Sources said nearly 77 probationer DySPs were also awaiting their adjustments. They had completed their probation in April this year. Some of the probationer DySPs have been adjusted against the vacant posts of SDPOs.
