Secy Higher Education gets feedback from college teachers on CAS rules

JAMMU, Dec 6: Secretary, Higher Education Department, Sheikh Mushtaq Ahmed held a meeting with the presidium of J&K College Teachers Association (Jammu Wing) to get College Teachers feedback and views on the Career Advancement Scheme rules being finalized by the department.
The presidium of CTA under the leadership of its president, Dr Avinash Kumar Gupta, while discussing the CAS rules threadbare, expressed their reservations against some of the rules, especially the date of implementation of the revised rules. In response to the representation submitted by the Association regarding the pending issues of College teachers, Secretary Higher Education directed his department to ask the College Principals to regularly initiate the APRs of teachers by 15th April each year, so that they are not put to any hardship on account of review and accepting of the APR’s by the Director Colleges & Commissioner/ Secretary Higher Education.
He also instructed his department officials to clear the probation cases of teachers after reviewing and accepting the APRs already sent by college Principals to the department in the secretariat itself as was done in the earlier probation clearance order.
Sheikh Mushtaq, while admitting the genuineness of extending the benefit of SRO-222 to College Teachers, directed his subordinates to seek clarification from UGC in this regard. Among other issues deliberated upon were re-designation of Assistant to Associate professors, creation of Professors posts in colleges, deputation/duty for period of pre Ph D work, placement and probation cases and grant of special allowance to the Principals as notified in UGC regulations.
Other delegation members included Dr Satesh Bhan, general secretary; Prof Anjali Mahajan, Prof R S Jamwal, Dr Chanchal Khajuria, Prof Joginder Singh and others.
