Ignoring PSC recruits, TE Dept retains contractuals

Srinagar, Jan 3: Technical Education Department has not cancelled the contract of employees who were adjusted as Industrial Training Institute (ITI) superintendents on temporary basis under direct quota on stop-gap arrangement last year despite the recruitment of candidates with relevant qualification through Public Service Commission (PSC).
The documents revealed that the department issued orders of postings of ITI superintendents vide Government order No 239-Edu (Tech) of 2013 dated 26/12/2013 that were selected by PSC vide Notification No. 29-PSC (DR-S) of 2013 dated 23-08-2013.
These selected candidates were placed in the Directorate of Technical Education by Commissioner Secretary to Government Department of Technical Education on 25-11-2013. Vide order No 189-Edu (Tech) of 2013.
But, till date no official communication or direction has been given to the officials (group instructors \Technical Assistants) who were placed as ITI Superintendents vide Government order no 39- Edu (Tech) of 2012, dated 15-02-2012 with the condition that as soon as the selection from PSC is received the same shall automatically be treated as cancelled.
The documents also reveal that as per prescribed qualification for promotion as per SRO 328 of 2002 dated 10-04-2002 for these posts, the promoted employees don’t qualify for the posts.
“Holding these posts even after the selection of candidates by the PSC has raised a question mark over the functioning of the department as these adjustments have badly affected the seniority and status of senior deserving candidates and hierarchy of the department,” sources said.
