14 accused in BOPEE scam declared proclaimed offenders

Srinagar, Mar 26: A Special Court in Srinagar today declared 14 persons, accused involved in Board of Professional Entrance Examination (BOPEE) Common Entrance Test (CET)-2012 paper scam, as proclaimed offenders.
The Court of Special Judge Anti Corruption, Srinagar, Mohan Lal Manhas, declared them proclaimed offenders after Crime Branch of Jammu and Kashmir Police failed to arrest and produce them before the Court of law. The Crime Branch had filed challan against them in the Court of law but these people went into hiding.
The proclaimed offenders declared by Court are: Mohammad Amin Ganai son of Mohammad Ramzan Ganai resident of Chee Anantnag, Mir Wajid Majid son of Abdul Majid Mir resident of Wandevalgam, Kokernag; Mir Danish Majid daughter of Abdul Majid Mir resident of Wandevalgam, Kokernag; Fida Hussain Lone son of Mohammad Yusuf Lone resident of Kanelwan Bijbehara; Ruhail Ahmad Mir son of Mohammad Amin Mir resident of Gulbarg Colony Hyderpora, Srinagar; Mohammad Amin Mir son of Habibullah Mir resident of Gulbarg Colony Hyderpora, Srinagar; Hilal Ahmad Shokli son of Mohammad Abdullah resident of Mattan Chowk Anantnag; Imtiaz Hussain Shah son of Altaf Hussain Shah resident of Loharna, Dacchan, Kishtwar; Altaf Hussain Shah son of Gander Shah resident of Lohama, Dacchan, Kishtwar; Jasmeen Jan daughter of Jan Mohammad Dar resident of Rehbab Sahib Ali Kadal Srinagar; Arooj Mushtaq daughter of Mushtaq Ahmad Kanue resident of KP Road, Anantnag; Mushtaq Ahmad Kanue son of Mohammad Abdullah Kanue resident of KP Road, Anantnag and Mushtaq Ahmad Dar son of Sonaullah Dar resident of Sandoo Acchabal.
The Court has issued a notice to these proclaimed Offenders asking them to be appear before the Court within one month to answer the charges leveled against them in the Crime Branch challan.
These 14 persons were declared proclaimed offenders after Crime Branch failed to arrest them despite forming four teams headed by Inspector Syed Afaq Ahmad, ASI Bashir Ahmad, ASI Abdul Jabbar and ASI Mohammad Ramzan.
The heads of these four teams who were entrusted with the job of arresting these accused have told the Court that as per the reports of the Police Stations, Lumberdars, Chowkidars, Unit Secretary All Traders Association and Sarpanchs of these areas, there is no immediate prospect of arresting these accused as they have absconded and gone into hiding from their residences.
The Court while issuing them notice of being proclaimed offenders said that these accused have absconded and are evading arrest. The Court has directed that the notice should be affixed to their houses at prominent places, it should be affixed at public places in their localities and also widely publicized through newspapers.
It may be mentioned here that Court had earlier directed the Crime Branch to attach their properties so as to effect their arrest.
Enforcement Directorate, Srinagar, yesterday attached property of the former chairman of the BOPEE, Mushtaq Ahmad Peer, the prime accused in the BOPEE’s Common Entrance Test (CET)-2012 scam. Peer had sold the question papers and their keys to the students through touts for Rs 60 lakhs. BOPEE has cancelled the admission of 21 MBBS students who were selected fraudulently.
