Ladakh gets Rs 5,958 cr budget for 2024-25

Rs 2035.49 cr for Establishment Expenditure

Allocation rises to 32 pc from last fiscal

JAMMU, July 23: Giving a massive rise of 32 percent from last year’s allotment, the Centre has allocated Rs 5,958 crore for the Union Territory of Ladakh, in the Budget 2024-25, announced today by Finance Minister Nirmala Sitharaman.

The budget includes Rs 2035.49 crores as Establishment Expenditure, allocated by the Centre to meet the Secretariat related expenditure and establishment of other departments and offices of the UT of Ladakh, which was carved in 2019 following abrogation of Article 370 and re-organization of erstwhile J&K State into two Union Territories.
Remaining Rs 3,922.51 crores have been allocated for the Central Sector expenditure, including agriculture and allied schemes, water supply and sanitation, rural development, power, forestry and wildlife, medical and public health and education etc.
As per the budget document, Rs 78.72 crores have been allocated for the Secretariat Expenditure and Rs 1956.77 crores for the Other Establishment, which includes establishment of others departments and offices, such as Ladakh Autonomous Hill Development Council, Other Special Area Programme, Courts, Taxes, Treasuries & Accounts Administrative Establishment, Police, Jails, other administrative services, tribal Welfare, Disaster Management, Industries, Census, Survey & Revenue, Rural Development, Power, Forestry and Wildlife, Civil Supplies and Public Health, Government Secondary School, Technical Education, Sports & Youth Affairs, Art and Culture, Village and Small Industries, Information and Publicity, Labour and Employment, Stationery and Printing, Public Works, Urban Development, Minor Irrigation, Social Security and Welfare, Civil Aviation, Road Transport, Elections, Geology and Mining etc.
The allocation under Other Central Sector Expenditure includes Rs 3165.86 crores as Tribal Area Component and Rs 625.50 for schemes of the UT.
Rs 189.25 crores have been allocated for Power; Rs 1.61 crores for Welfare of Tribal and Backward Classes; Rs 18.84 crores for Disaster Management; Rs 18.72 crores for Agriculture & Allied Schemes; Rs 16.65 crores for Water Supply and Sanitation; Rs 60.32 crores for Rural Development; Rs 2.18 crores for Forestry and Wildlife; Rs 41.70 crores for Civil Supplies; Rs 68.44 crores for Medical and Public Health; Rs 14.42 crores for Education, Sports, Arts and Culture; Rs 23.10 crores for Social Welfare; Rs 3.40 crores for Village and Small Industries; Rs 1.10 crores for Information and Publicity; Rs 2 lakhs for Labour and Employment; Rs 36.58 crores for Roads and Bridges; Rs 32.05 crores for Civil Aviation; Rs 21.30 crores for Tourism; Rs 27..84 crores for Public Works; Rs 6 crores for Housing; Rs 30.35 crores for Urban Development; Rs 11.05 crores for Police and Fire Control; Rs 50 lakhs for Communication; Rs one lakh for construction and maintenance of the office of Science, Technology and Environment and Rs 7 lakh for Transport, which includes provision for construction of learner license Test Centre Leh and Kargil. Besides, Rs 66 lakh have been allocated as UT’s Supplement to Centrally Sponsored Schemes.
Under Central Sector Scheme, Rs 5 crores have been allocated for Industrial Development of Ladakh while Rs 3.94 crores have allocated to Joint Electricity Regulatory Commission, Jammu Kashmir and Ladakh.
For the welfare of children, allocation of Rs 17.56 crores has been made for Anganwadi Centres while Rs 285 crores have been allocated for Women in Distress and Rs 70 lakh for Assistance for marriage.
For the assistance to autonomous bodies, Centre has allocated Rs 31 crores to the University of Ladakh; Rs 31 crores for Block Panchayat Samitis; Rs 38.60 crores for Panchayats; Rs 27.33 crores for MNC/MNC Council; Rs 5.79 crores for Gram Panchayats; Rs 3.70 crores for the Academy of Arts, Culture and Languages, Kargil; Rs 7.25 crores for the Academy of Art, Culture and Languages Leh; Rs 75 lakh for Ladakh Skill Development; Rs 20 lakh for Ladakh Victim Compensation; Rs 5 crores for Legal Aid Service Authority; Rs 6.20 crores for Panchayat Samiti; Rs 1 crore for Special Development Package; Rs 62 lakh for Welfare of Minorities and Rs 98 lakh for the welfare of Scheduled Tribes.
