NEW DELHI, July 12:
The Central Information Commission has directed the Lok Sabha Secretariat to make public details of all staff who have been appointed under discretionary quota.
Acting on an appeal filed by activist Subhash Agrawal, Chief Information Commissioner Satyananda Mishra directed the secretariat to place records of these appointments on their website as mandated by suo-motu disclosure clause of the transparency panel.
Agrawal had sought complete details of such employees from the secretariat but was not provided the information.
During the hearing, a secretariat official said all appointments in the Lok Sabha were made under various rules and orders framed from time to time and, therefore, it would not be right to say that some appointments were made purely on discretionary basis. The official also presented a copy of rules before the CIC.
In his order, Mishra said, “These rules provide that certain authorities in the Lok Sabha can choose to employ officials in their personal office at their discretion and that such employee would serve on co-terminus basis. Thus, there is a category of employees in the Lok Sabha who have been appointed at the discretion of certain authorities.”
He directed the Lok Sabha Secretariat to publish list of such employees on their website within 30 working days of receiving the order.
“The list should include the names of the employees, the date of their first appointment, the authority with whom and at whose discretion the said employee has been appointed and the total monthly emoluments being paid to the employee concerned,” he said. (PTI)
