PC seeks custody of privilege motion file against VK Singh

SRINAGAR, July 17: The chairman of the Privilege Committee of Legislative Council today requested the Legislative Council chairman, Amrit Malhotra, to hand over the file regarding the privilege motion against former Army Chief and Minister of State in Narendra Modi led Government, General (retired) V K Singh, to the committee along with his comments.
The chairmanship of the Privilege Committee of the Legislative Council MLC Syed Rafiq Shah told Excelsior: “We have requested Legislative Council chairman, Amrit Malhotra, to hand over the file regarding privilege motion against VK Singh to Privilege Committee along with his comments.
The privilege motion against Gen (retired) Singh was moved by MLCs Ajay Sadhotra, Rana and Khalid Najeeb Suhrawardy in the last session of the Council, taking cognizance of his allegations during a interview in which he had claimed that Army was paying money to politicians in Jammu and Kashmir.
A meeting of Privilege Committee of Jammu and Kashmir Legislative Council was held under the Chairmanship of MLC, Syed Rafiq Shah. Member of Legislative Council, Syed Nayeem Akhtar, Dr. Shahnaz Ganai and Vijay Bakaya attended the meeting and discussed the various privilege motions moved by the Legislators.
The chairman of the Privilege Committee of Legislative Council, Rafiq Shah, today formed a Sub-Committee to look into all privilege motion cases against Health Minister, Taj Mohi-ud-Din. The Committee has been directed to file the report within two weeks. The MLC Syed Naeem Akhtar Andrabi has been appointed as chairman of the Sub-committee and it has two members.
There are two privilege motions pending against Taj Mohi-ud-Din before the Privilege Committee of Legislative Council. One is MLC Syed Rafiq Shah versus Taj in which Shah has alleged that the Minister humiliated him during a district board meeting at Kupwara in 2012.
Second is, MLC Syed Rafiq Shah and Murtaza Khan versus Taj in which there are allegations against the Minister for passing defamatory remarks before media against the chairman of LC, Amrit Malhotra. These remarks were alleged to have been passed after Malhotra formed House Committee to probe into forest land grab by the Minister and the remarks were aimed at pressurizing the chairman.
The chairman of the Privilege Committee of Legislative Council, Rafiq Shah, has directed the Civil Secretariat that all evidence in forest land grab case against Taj be handed over to the chairman of the Sub-committee.
The chairman of the Privilege Committee of Legislative Council has also issued notice for personal appearance of Deputy Commissioner Udhampur before the committee in privilege motion case, MLC Syed Bashir Veeri versus DU Udhampur. The DC has not filed reply to the first notice issued by the PC.
The chairman of the Privilege Committee of Legislative Council has also issued notice for personal appearance to Commissioner Secretary Revenue, Vinod Koul in privilege motion, MLC Abdul Majid versus C/S Revenue. Koul has not filed reply to the first notice that was issued to him by the PC.
Shah has also issued final notice to Executive Engineer R&B and PHE Poonch who failed to make physical appearances before the PC in two separate privilege motions against them filed by MLC Dr Shehnaz Ganai. Shah said that if they failed to appear, strict action as per law will be initiated against them.
