Sub: Re-advertisement of MS Gandu Chak as the advertisement No. 16 of 2014 dated 22-08-2014 stands at S.No 16 published in Daily Excelsior dated 25-08-2014 is not according to SSA Norms regarding engagement of Rehbar-e-Taleem Teachers in the primary school upgraded to the level of Upper Primary School under SSA against the Balance target.
In pursuance of Govt. order No. 597-EDU of 2003 dated 02.06.2003 and Govt, order No. 615-Edu of 2013 dated 12-6-2003 & No: Edu/NC/SE/278-B/2007 Dated 13-8-2013 and State Project Director Sarva Shiksha Abhiyan J&K state Jammu’s modification No. Edu/ SPD/ SSA/ 32574-600/08 Dated. 20-9-2008 village wise applications on prescribed format are invited from the permanent resident of J&K state for the engagement of Rehbar-e-Taleem Teachers at village level, in District Jammu only in case of TAC/NAC at ward level under SSA for the following newly upgraded Primary schools to the level of Middle Schools. Applications shall be submitted to the concerned Zonal Education Officer’s Office under proper receipt with in 07 days of appearance of this advertisement notice.
The applicant must fulfill the following eligibility conditions: –
1. The age of applicant should not exceed the age limit as mentioned below as on 01-01-2014.
(a) Minimum 18 Years
(b) Maximum (General) 40 Years
(c) SC/ST/RBA/ALC/OSC 43 Years
(d) Handicapped 42 Years
(e) Ex-Serviceman 48 Years
2. The Applicant must be permanent resident of J&K State and presently residing in that village.
3. The applicant must possess minimum basic qualification as under:-

4. Any qualification acquired after cutoff date for receipt of applications as per this advertisement shall not be considered.
5. The applicant must attach the attested photo copies of the following certificates/testimonials with the application form: –
a) Permanent Resident Certificate.
b) Matriculation Certificate for Date of Birth.
c) All Academic Qualification Certificates along with marks lists.
d) Reserve category certificate issued by the competent authority under SRO-126/294/375
e) A copy of recent passport size photograph of the applicant duly attested by the Gazetted Officer be pasted on the application form.
6. Treasury receipt of Rs. 10 be attached with application form.
7. The applicant shall be selected on the basis of strict merit at village level as per directions issued vide Govt, order No. 1639-Edu of 2003 dated 12-11-2003. The candidate to be appointed should be actually / presently residing in the village where the appointment is to be made.
8. Selected candidates shall be in receipt of a monthly honorarium @ Rs.3000.
9. Number of clear vacancies in each Zone can be had from concerned ZEO who will notify the available vacancies in the zone outside his office for public convenience.
10. The selected candidate shall have to enter into agreement with the Department that he/she shall not apply for transfer from the post held by him/her at initial appointment.
11. The department shall reserve the right to discontinue the engagement of any of the Rehbar-e-Taleem teacher engaged at any time if his/her performance is not found satisfactory.
12. Candidate found guilty of impersonation or submitting fabricated document or documents which have been tempered with or making statement incorrect or false suppressing material information wll render himself/herself liable for criminal prosecution.
13. That the application forms of the candidates those who have acquired their qualification from outside the state through distance mode/study centre shall not be entertained till they provide the genuineness of diploma/degree.

2. Whereas, the order was duly served to leads of institutions/departments and the letter was flagged as Election Urgent. However, till date only three officials from serial no. 8 to 10 as indicated in para I above have joined at the election cell. Remaining officials are responsible for willful dereliction of duty.
3. Whereas, such non-compliance requires action to be initiated under Rule 31 of J&K CivilServices (Clarification Control and Appeal Rules) 1956 and various orders issued by Election Commission of India as per provision of Representation of Peoples Act and Rules thereof. An inquiry into the conduct of these officials is contemplated.
4. Therefore, officials from serial No. 1 to 7 indicated in para I above are hereby placed under suspension with immediate effect and enquiry is ordered to be conducted by Additional Deputy Commissioner, Kathua Sh G Prasanna Rameswarny (IAS) into conduct of these officials. During the period of suspension, these officials shall remain attached with the office of Addl. Deputy Commissioner who shall submit enquiry report within 2 weeks.
5. Suspension allowance as admissible under rules also be sanctioned in their favour till final decision in the matter is taken and suspension order is revoked.
