Finally, Govt awakes from slumber; 11 MOs shifted to RBA/ALC areas

JAMMU, Oct 26: The important component of the Transfer Policy of the Health Department, which was being thrown to winds under the political and bureaucratic pressure that too at the cost of healthcare facilities to the backward area people, has finallyreceived the attention of those at the helm of affairs in the department.
The Health Department under its Transfer Policy framed vide Order No.210-HME of 2012 had fixed certain norms for transfers and postings of doctors, officers and officials selected against Reserved Backward Area and Actual Line of Control category.
In the policy, it was specifically mentioned that the doctors, officers and officials selected in the Health Department against RBA/ALC category vacancies shall serve in such areas for a period of not less than seven years.
In case a post is not available in such an area, the doctor/officer shall be posted in the nearest adjacent backward area or the nearest adjacent Line of Actual Control as contemplated by Section 3(2) of the J&K Reservation Act, 2004, the policy said.
However, majority of the doctors and officers selected in the Health Department against such vacancies were managing their postings in the urban areas by utilizing the political and bureaucratic pressure thereby depriving the people of RBA/ALC of heathcare services.
In the recent past, this issue received the attention of those at the helm of affairs in the Health Department and finally it was decided that all such doctors should be transferred from the urban health institutions to the RBA/ALC areas.
Implementing the important provision of the Transfer Policy and the Reservation Act albeit after inordinate delay, the Health and Medical Education Department vide Order No.606 of 2014 has ordered transfers and postings of 11 Medical Officers appointed under RBA/ALC category.
Dr Neha Deol, Dr Gowhar Wani, Dr Jalpreet Kaur, Dr Naied Akhter, Dr Auqib Najam and Dr Auqib, who had managed postings as Medical Officers in Government Medical College Jammu have been transferred strictly as per the provisions of Transfer Policy and Reservation Act.
Dr Neha has been posted in CHC Chenani, Dr Wani in CHC Gandoh, Dr Kaur in CHC Mandi, Dr Naied in PHC Manjakote, Dr Auqib Najam in CHC Gool and Dr Auqib in CHC Banihal.
Similarly, Dr Chandan Deep Singh has been shifted from PHC Kanachak to PHC Jogwan, Subash Chander from DH Kathua to NTPHC Chakra (Hiranagar), Dr Sucheta Gupta from DH Udhampur to CHC Chenani, Dr Sakib Khan from AH Mahanpur to PHC Ukhral and Dr Junaida Sarwar from EH Banihal to PHC Mangit.
It is hoped that in future the politicians would not exert pressure for shifting doctors and officers engaged under RBA and ALC categories to the urban areas and allow them to work in backward areas so that people of such areas would avail benefit of their services.
