JAMMU, Feb 6: Taking a serious notice of huge number of pending departmental enquiries on account of misuse of official position by Government officials of various departments, the State Vigilance Commission has framed a schedule for separate meetings with Administrative Secretaries/ HoDs to overcome laxity in this regard.
During a review by the Commission, it has come to light that during the last 5 years, the Vigilance Organization has recommended initiation of Regular Departmental Action (RDA’s) against various Government functionaries including senior officers of the status of Administrative Secretaries, Directors, Managing Directors, Chief Engineers, Vice Chairmen, HODs, Principals of Medical Colleges and Dental Colleges etc without adequate action taken by concerned.
The status in respect of complaints referred for enquiry to Departmental Heads and Departmental Vigilance Officers by the Vigilance Organization reflects a more disturbing situation.
The information obtained by the Commission reveals that during the last 5 years, as many as 8372 complaints were referred to HoDs/DVOs. However, in none of these complaints action taken report has been sent. The Revenue Department is biggest defaulter and it has failed to furnish Action Taken Report in respect of 1525 complaints, followed by Education Department with pendency of 1174 complaints, Rural Development Department with 823 complaints, Police Department with 517 complaints, Social Welfare Department with 431 complaints, Health Department with 394 complaints and PHE Department with 392 complaints.
To overcome the laxity on the part of Government Departments in addressing the corruption complaints, the Commission has decided to introduce a high degree of accountability and review progress made in respect of all recommendations made to various departments and ensure speedy disposal of these pending enquiries. A schedule has been framed and separate meetings will be taken with various Administrative Secretaries, Heads of Departments and Departmental Vigilance Officers, said an official spokesperson.
The first such meeting is fixed for February 11, 2015, to be attended by Commissioner/ Secretary ,Revenue Department, Director Vigilance Organization, Chief Vigilance Officer (Revenue), Deputy Commissioner, Jammu and other senior functionaries pertaining to corruption complaints against Revenue Department, the spokesperson added.
