After lot of noise, arguments and counter-arguments over a period of time, the Vigilance Organization has cracked the whip. The notorious land reform scheme, generally known as Roshni Act of 2001, became one of the most controversial pieces of legislation that was debated in the print media. We also reflected on the Act in these columns more than once and suggested that the Government conduct an impartial inquiry into the much publicized irregularities in implementing the scheme in its real spirit. The Vigilance Organization has registered cases against over two dozen Government officials including Deputy Commissioners for illegally granting ownership rights of State land under Roshni Scheme. According to the preliminary finding of the Vigilance, revenue functionaries from the Deputy Commissioners down to Patwaris, all have been involved in illegally passing on land into the ownership and possession of persons who were not entitled to become the beneficiaries of Roshni Act.
We would appreciate if the case against the accused is properly handled and pursued under full legal and judicial procedure. Nobody likes the Vigilance to resort to arbitrary attitude. The accused will have to be tried strictly in accordance with the law and the procedure of the courts. Their prosecution is inevitable because the law must take its natural course. This will be a landmark case of Government trying to arrest corruption and irregularity in good governance. Every right thinking person will welcome the step of the Vigilance Organization as reflection of society’s urge for corruption free governance.
