Political pressure for transfers to be recorded in APRs, deadwood list

JAMMU, July 11: In a significant order, a top bureaucrat said today that some officers in the Revenue Department were regularly bringing political pressure for getting postings of their choice and warned that such an act would be reflected in their Annual Performance Reports (APRs) and they would be put in the list of ‘deadwood’ officials.
Another top bureaucrat in the Education Department also came out with another order today stating that all those officials transferred will have to join new place of posting within stipulated time without waiting for decision of their representation of modification.
Financial Commissioner (Revenue) Dr Arun Kumar today issued a Circular No. FC (A) 17-II/Trnsf/2015 observing with regret that subordinate Revenue officers were regularly bringing political pressure for getting postings of their choice and quoted Rule 17 of Jammu and Kashmir Government Employees (Conduct) Rules 1971.
Hs said the Rule states that “no Government employee shall bring or attempt to bring any political or other outside influence to bear upon any superior authority to further his interest in respect of matter pertaining to his service under the Government”.
He cautioned those bringing political or other kind of pressure including letters/recommendations received in writing from any political persons that such letters will be placed in personal file of the concerned employees and referred to while writing the APRs of that employee/or at the time of preparing list of ‘deadwood’ officials.
“In order to adhere to the well established transfer policy of Government, the office is effecting transfers of Naib Tehsildars under rules as and when required. No unnecessary/premature transfer can, therefore, be allowed to be made at any level in contravention to the existing transfer policy,” Dr Arun Kumar said in the Circular.
Meanwhile, Commissioner/ Secretary, School Education Department, Shaleen Kabra also issued another order today referring to representations received from some transferred officials for modification of their orders.
“Invariably, consideration of a representation takes some time. Such an order does not comply with the transfer order on the ground that representation of the transferred officials is under consideration. This not only leads to uncertainty but non-utilization of available manpower,” Kabra said in the Government Order No. 327-Edu of 2015 issued today.
He said with a view to ensure adequate staff in the Government schools, the transferred officials will join new place of posting within the stipulated time without waiting for decision of their representation for medication of order.
“In case of failure to do so, appropriate disciplinary action will be taken. However, the transferred officials, who suffer from life consuming diseases or in whose cases, there is an existing Standing Medical Board recommendation, can continue to work at their previous place of posting provided that they submit a representation to the concerned Director within three days, who will forward it with the comments within a week to the Administrative Department from the date of issuance of the transfer order,” the Education Department order said.
The order directed the concerned Drawing and Disbursing Officers (DDOs) not to draw salary of anybody, who has been transferred unless the conditions states in the order applied to that official.
“Any departure from the order would be treated as dereliction of duty on the part of DDO concerned making him liable to disciplinary action,” it warned.
The Government order said the Education Directors of the two Divisions will review on weekly basis any order that remains unimplemented and bring such instances and representations, if any, to the notice of the Government.
