JAMMU, July 20: Deputy Commissioner, Jammu, Simrandeep Singh today started a new online portal for the tracking and monitoring of Public Services Guarantee Act (PSGA) applications in the district.
To begin with, the portal has been launched only for 14 services pertaining to the Revenue Department, which mainly include extracts of various revenue papers, PRC, demarcation of land and various other certificates etc.
A PSGA-cum-Samadhan cell has been set up within the premises of the DC office complex, which will receive the applications, duly complete in all respects, from the applicants. The applications along with the enclosures will then be forwarded online to the concerned Revenue Officer, who is designated as the service provider under the Act for that particular service.
The details of the applicant along with his mobile number will also be sent to the Revenue Officer. In case, the Revenue Officer fails to provide the service or take a decision on the application within the stipulated time, the application will automatically be forwarded by the computer to the concerned First Appellate authority. In case, the First Appellate Authority also fails in providing the service, the application will automatically be forwarded to the Second Appellate Authority.
The most important aspect of this portal is that the applicant has just to deposit his complete application for the notified service once and thereafter it’s the PSGA cell of DC Office which would take it to the logical conclusion.
Another interesting aspect of this portal would be that it would generate a quarterly report of the Revenue Officers bringing out an objective assessment of their efficiency. The report will clearly bring out the percentage of disposal of these applications by each Revenue Officer. The Deputy Commissioner then intends to use these quarterly reports to write Annual Performance Reports (APRs) of the Revenue Officers.
Speaking about the portal, the DC said,” in spite of PSGA, people come to my office everyday with similar complaints regarding huge delay in getting services. Therefore, it has been decided that PSGA could be used to ensure service delivery by making it customer friendly. Because everyone is not so literate and resourceful to pursue his application till the last leg, we decided to pursue each application from DC Office. The only request from public is to have patience till the time the Act prescribes for providing the service and subsequent period of appeals”.
The Cell will function on all working days from 10 am to 4 pm in DC Office, Jammu.
