Employees agitation

Sir,
For many months, we have been watching employees which are engaged on casual basis and under  daily wages system have been agitating for fulfillment of their demands. Prima -facie , their demands look genuine . If they are really required by the departments , why are they not regularised? This scenario is true of not only PHE employees but even in PDD and other departments also. Besides even their pay and wages are not paid in time  but after months together. Does this inaction of the Government not frustrate the zeal and the urge of the employees to work better in the interests of the public and also providing space for indulgence in corruption and other irregularities? How can such employees be made accountable and responsible for lapses  which affect the redressal of problems of the general public. ? It took so long on the part of the Government to meet the agitating employees only to ask for three months time within which their demands could be conceded? It is because of this casual approach of the Government as employer that in most of the departments and institutions, employees are taking it easy , not attending office in time and not leaving office only after the stipulated time , not leaving any work pending. The government should put a brake on  unwanted and unwarranted spending on ministers houses, cars offices and live in simplicity with a feeling to do “khidmat”of the public and utilize these funds for more pressing administrative needs.
