JAMMU, Mar 17: Senior Congress leader and former  MLA, Dr Manohar Lal Sharma has alleged that wrong policies of  BJP at the Centre has halted the development in the State.
During public meetings in Kathua area today,  Dr Sharma said that the wrong policies of BJP  Government completely halted the development of the State and adversely affect the conditions of backward and far-flung areas. He said that there is no funds for development of  these areas specially   Billawar, Basohli and Bani area of  district Kathua.
The Congress leader said that NC-Cong Coalition Government had started special program for development of backward and far-flung and remote area of state namely ‘Bad Pocket  Area  Development Program’ and for which Rs 50 crores was kept in budget every year from financial year 2011-12 in addition  to normal funds, but BJP released nothing till date since its formation. A number of schemes of  Billawar,  Basohli and Bani under PHE, PWD (R&B), PDD for construction of roads, bridges, water supply, creation of  sub- stations etc has  started during 2011-12, but all projects had been left midway due to non- availability of funds under bad pocket development program during last two years.         Dr Sharma said that BJP and PDP Government closed 1380 primary schools and a number of middle schools  in State and most of them from far-flung areas which directly affect the literacy of people living in these areas. It is a matter of serious concern and the Govt  should re-think over it.
He strongly flayed  BJP for financial crunch in  the State which directly affects pace of development works. He said that there is only 25 % of funds in most of  the State sectors and Central sponsored schemes  are released up to  March 15, 2016. He said that the most of executed works  have created liabilities for the executing agencies and departments for next financial year. A financial mess has been created with this, he added.
