SRINAGAR, June 2: Government has submitted a comprehensive proposal to Union Ministry of Home Affairs (MHA) for reviewing the existing rates of compensation and ex-gratia that are being paid to various categories including to those who lose their lives along borders in the State due to cross-border firing.
“The State Government has submitted a comprehensive ex-gratia proposal to the Government of India, Ministry of Home Affairs to revise the existing rates of compensation/ ex-gratia being paid in the J&K to various categories including loss of life on borders and also for the inclusion of some new categories in the proposed scheme under SRE,” the Minister Incharge Home said in a written reply to a question of MLC Ramesh Arora in Upper House.
As per the existing norms, an amount of Rs one lakh is being paid on account of death in militancy related cases and in the case of cross border firing shelling, an amount of Rs one lakh is being paid in case of death, Rs 75,000 in case of permanent disability and Rs 5000 in case of injury, the Minister stated.
The Minister said 50 percent of loss assessed of the immobile property due to cross border firing and shelling subject to the ceiling of Rs one lakh. He said 50 percent loss assessed of the immovable property damaged due to the militancy related incidents subject to a ceiling of Rs 5 lakh.
“Moreover, appointment under SRO-43 of 1994 has been/is being provided to one of the NOKs (Next of Kin) of the person(s) killed in such incidents or alternatively compensation of Rs. 4 lakh is provided in lieu of Government job,” said the Minister.
The Minister further stated that an amount of Rs. 27 lakh has been paid to the NOK of the persons killed in cross border firing in Jammu Division for the years 2012 to 2015 and Rs one lakh has been paid to the NOK of one person killed due to cross border firing in Baramulla district of Kashmir during 2014.
He said that in the event of cross border firing/shelling along Line of Control and International Border, the affected families are temporarily shifted to safer places in camps/ Government buildings/ private accommodations, where they are provided all basic amenities till restoration of normalcy on the borders.
“For safety and security of border population, under a pilot project of Government of India, construction of 60 community type bunkers at the rate of Rs. 5.00 lakh per bunker in the border blocks of District Jammu is in the progress,” said the Minister.
The Government said the Centre has released an amount of Rs 15.50 crore for the farmers whose land falls within the border fencing in Jammu, Samba and Kathua districts out of which an amount of Rs 4.27 crore has been disbursed so far to concerned land owners.
Furthermore, it stated, an amount of Rs 74.34 crore, out of which Rs 63.38 crore pertain to land under border fencing and Rs. 10.96 crore to Border Out Posts (BOPs), is required for Jammu Division. “This amount is yet to be released by the Central Government,” the Minster Incharge Home stated.
