The Officers/Officials put the best years of their life in the service of their concerned Government Departments, PSUs or other organisations.Therefore, it is imperative that the retiring employees are given an affectionate farewell on their superannuation by the Government/ Organisation so that they cherish the sweet memories of the years spent in the Government/Organisation. But it is painful that the employees of our State Government, especially those belonging to the gazetted cadre, are subjected to undue and avoidable harassment at the time of retirement.
They are required to submit the NDCs from their DDOs,higher officers of the Department, Estates Department etcs. in respect of Housing/Car/ Scooter Loan etc. before submitting their case for retirement and pension.They have to move from pillar to post to get these NDCs. It is the age of computer and ITand if ever,they have taken Car/Scooter or other loan from Banks/Financial Institutions,it can be verifed online at the click of a button.But those who have not borrowed any loan or alloted any accommodation by the Government should not be subjected to undue harassment. Those officers /officials retiring from active Government service should be bidden adieu in an honourable and befitting manner.
It should be made mandatory for all DDOs to maintain all the record of their subordinate officers/officials pertaining to the allotment of Government accommodation, loans, advances etc. and Surety bonds and Affidavits sworn before the Magistrates and NDCs issued by their DDOs must be treated as valid documents for submission of their cases for their retirement.Only those officers/officials such as the Higher Officers/ Move Employees in Secretatriat Services who are usually alloted Government bungalows/quarters must be asked to submit NDCs from the Estate Department, exempting other employees from this formality.In short,the process of retirement needs to be simplified and not complicated. The rules governing retirement also need to be revisited and suitably amended to make the process easier and employee friendly.
