LC adjourned for lack of quorum

SRINAGAR, Oct 8: Lack of quorum forced the Deputy Chairman Legislative Council, Mohammad Yusuf Taing to adjourn the house for the day with many items of the business slated for the day not being taken up.
At the culmination of the question hour the Council took up the subsequent items listed in the business with no zero hour for the day. This was for the second consecutive day that zero hour was not taken up. Minister of State for Home and Tourism, Nasir Aslam Wani laid on table the Jammu and Kashmir Water Resources (Regulation and Management) (Amendment) Ordinance 2012.
After this the Business Advisory Committee report for the 107th session of the house was presented and this was followed up by the taking up of the calling attention notices of Murtaza Ahmad Khan and Vijay Bakaya. Following this the private members’ resolution had to be taken with the resolution of Bashir Ahmad Magray first on the list.
In his resolution, Magray said that the house should resolve that that free medical assistance and consultation be provided to the poor sections of the state so that they are able to avail the services of specialized doctors in well reputed hospitals.. The resolution was discussed in the house and many members took part in the same.
Minister for Health and Floriculture, Sham Lal Sharma gave an overview of the steps being taken by the Government for the welfare of the poor. He said the masses are being given relief in the health sector, adding that the public sector caters to 96 percent of patients in the state. At the end of his reply, the Minister asked Magray to drop the resolution.
However, the Deputy Chairman who was in the chair said that this is not possible since the quorum is not complete in the house. He adjourned the house for 10 minutes saying that item would be taken up subsequently. As the house resumed its business the quorum could not be completed as such the Deputy Chairman adjourned the house for the day.
The Deputy Chariman expressed his displeasure saying that the members should have been present as the matters of public important were being discussed. Due to the adjournment of the house private members’ resolutions of Subash Chander Gupta, Khalid Najeeb Suharwardy, Murtaza Ahmad Khan and Mohammad Rafiq Shah could not be taken up. The discussion on the condition of G B Panth hospital also could not be taken up.
