If 18 departments of the Government have defaulted in furnishing requisite details and recommendations in respect of 453 “left out” contractual, ad hoc or consolidated employees, it is none of their fault; in fact, delay has done them injustice. The default is more pinching because the Government twice changed the final date of submission of information. It has now taken the right course of seeking amendment to the J&K Civil Service (Supplementary Provision) Act by virtue of which, an ordinance will be brought in allowing the incumbents continue at their posts against regular vacancies until State Legislature amends the Act when called to session next. The failure of 18 departments to submit required information in time is a reflection on administrative efficiency of the state. The incumbents reserve the right to know the reason for leaving them out. We expect the authorities to take proper action against the defaulting departments. That would be a way of overcoming administrative deficit.
