JAMMU, June 4: A deputation of All J&K Diploma Engineers Association, led by its president Er Upinder Singh, today called on the Dy Chief Minister Dr Nirmal Singh at his official residence at Jammu and demanded early resolution of their demands, submitted through the memorandum on November 11, 2016.
Er Upinder Singh told the Dy CM that a resentment was brewing among the cadre due to dilly delaying tactics adopted by the administration in resolving the long pending demands, which include the implementation of Punjab pattern of removing the stagnation among Diploma Engineers at the level of Junior Engineers and maintenance of cadre strength at the level of AEE and Xen under 20 percent quota earmarked for Diploma engineers and enhancement of traveling allowance from the present Rs 30/ month to 1 litre of petrol per day.
He also said that there is a huge shortfall of diploma engineers at the level of Assistant Executive Engineers and Executive Engineers in all the engineering wings despite being eligible for these posts. Diploma Engineers are being denied of their due promotions because of the callous attitude of the administration towards the cadre. In PDD itself, 65 posts of Assistant Engineer meant for Diploma Engineers under carrier progression scheme are lying vacant and in addition to this only 32 Assistant Executive Engineers against 80 posts and 9 Executive Engineers against 22 posts of Executive Engineers are working and inspite of the direction from High Court of J&K State, the promotion list of Executive Engineers under due quota of Diploma Engineers has been kept pending due to some unknown reasons,” he explained.
Er J S Rathore reminded the Dy Chief Minister about his commitment made to the Association for redressing the concern of Diploma Engineers. Though the Diploma Engineers are rendering unique and significant services and always make themselves available to take the public call, be it water supply, electricity or road connectivity, yet they are neglected and discriminated, he lamented.
The deputation comprised of Er Narinder Singh, Er Jai Pal Sharma, Er Ravikant and Er Sanjay Koul.
