This is in reference to the article “Police force unaware of RTI provisions” by Dr Raja Muzaffar Bhat in DE Sept 18. The article reflects a sad story of one Abdul Qayoom hovering over his application under RTI before SHO Awantipora somewhere in December 2016. 3/4th of the article carries the said story and on the basis of it the writer has carved out the title of article and thus putting the whole department under the shadow of the title. Concluding the article, the writer has projected the reluctance of the people to obtain information from police fearing of being harmed and has requested DGP to facilitate capacity building programmes for police officers vis a vis RTI act. It is pertinent to mention here that Police Academy Udhampur has been organizing many interactive programmes and workshops on the subject, wherein police officials drawn from across the state both from rural and urban area participate. If we look into the sad affairs on the subject in all that they are harsher on furnishing the reply to RTI applications. So mentioning out a particular story and blaming the entire department. Of being unaware on RTI provisions is not in the fitness of things as it trickles down a wrong impression of whole police department.
