Terrorists play havoc in the State of Jammu & Kashmir and as such it has remained the victim of violence since last three decades. Now they are trying to establish their nexus with the other anti-national forces who are presently active in other parts of the country. This can prove dangerous if not checked at an earliest. The terrorist violence has taken a big toll of innocent people including several political leaders and army personnel. It is very unfortunate that our neighbouring enemy country trains terrorists in his country and then sends them across the border to spread terror and disturbance.
The cross border terrorism is proxy war in which enemy country has waged war with India. Pakistan funds terrorists and gives arms to them. From the recent past there are some forces in the State who talk of reconciliation with Pakistan but they have forgo. Then this thing, how many times our country has taken efforts in this direction ? The Tashkant declaration was signed in 1966. Both the countries agreed for peaceful settlement of their disputes. We have Simla Agreement of 1972 between the top leaders of both the countries. This was another attempt made by India for making cordial relationship with Pakistan.
In this agreement too both the countries agreed to settle their disputes bilaterally and peacefully without involving any third party. Bus diplomacy is a glaring initiative taken by our Prime Minister who visited Lahore in a bus along with several diplomats to create peace with Pakistan. Agra Summit of 2001 when Pakistan President visited India and met Indian Prime Minister. This is called ‘Agra Summit’. This effort could not succeed because Pakistan failed to address the core issue of supporting terrorism in Kashmir. India is a peace loving country and believes in setting issues by peaceful means. But Pakistan is not sincere in extending cooperation.
