Approves harmonizing J&K Combined Services Exam with UPSC pattern

JAMMU, Feb 8: State Cabinet, which met under the chairpersonship of Chief Minister Mehbooba Mufti here this afternoon, ordered promotion of several IAS and IFS officers and approved harmonizing of J&K Combined Services Exam with UPSC pattern.
However, the Cabinet deferred the proposal regarding appointment of Justice Mansoor Mir, former Chief Justice of Himachal Pradesh as Chairperson of State Law Commission. It has been reliably learnt that non-consultation with BJP, a coalition partner, was the main reason behind deferring of the proposal.
The Cabinet accorded sanction to the promotion of IAS officers of 2005 batch namely M Raju, Manzoor Ahmad Lone and Bashir Ahmad Bhat to the Selection Grade with effect from 01.01.2018 and IAS officers of 2014 batch namely Doifode Sagar Dattatray, Rahul Yadav and Owais Ahmad to the Senior Time Scale with effect from 01.01.2018.
The Cabinet also accorded sanction to the promotion of Ravi Kumar Kesar to the post of Principal Chief Conservator of Forests (PCCF) (Head of Forest Force) in the Apex Scale with effect from 01.07.2017. The promotion of Manoj Pant, P K Singh and B Sidhartha Kumar to the post of PCCF with effect from 01.07.2017 and B K Singh, Jigmet Takpa, S K Gupta, Sarvesh Rai, N P Singh, Asaf Mehmood, Nissar Ahmad Darzi and A K Gupta to the post of Additional PCCP with immediate effect and S Senthil and Sameer Bharti to the post of Chief Conservator of Forests also received the approval of Cabinet.
Meanwhile, in order to harmonize J&K Competitive Examination with the All India Service Examination, the Cabinet accorded sanction to the notification of the Jammu and Kashmir Combined Competitive Examination Rules, 2018 along-with the syllabus.
Presently, the scheme of examination, along with the syllabus for the preliminary and main examination is replica of the old scheme/syllabus of UPSC. However, in 2011, UPSC changed the scheme and syllabus for examination for selection to the All India Services.
The shifting to the new UPSC pattern in vogue will facilitate large number of candidates from the State to simultaneously prepare for both the Combined Competitive Examination conducted by J&K PSC and that conducted by UPSC.
This will further increase the chances of candidates belonging to the State to clear the prestigious UPSC Civil Services Examination.
The sanction was also accorded to the appointment of Dr Samir Mattoo, Senior Consultant (Ophthalmology) as Director Health Services/Family Welfare, Jammu.
The Cabinet also accorded sanction to the creation of 08 posts of Principal Magistrates (Civil Judge Junior Division/Munsiff) for eight Juvenile Justices Boards to be constituted at Anantnag, Baramulla, Srinagar, Jammu, Doda, Rajouri, Kargil and Leh, in Phase-I.
The proposal regarding creation of two posts of Senior System Officer, 24 posts of System Officer and 48 posts of System Assistant for effective implementation of e-Courts Mission Mode Project was also cleared by the Cabinet.
The sanction was also accorded to the up-gradation of PHC Hazratbal, Srinagar to the level of Sub-District Hospital and Sub-Centers at Domana, Jammu and Devar, Kupwara to the level of Primary Health Centers. The creation of 14 posts of various categories for up-gradation of these health care institutes including 08 posts for SDH Hazratbal and 03 posts each for PHC Domana & Devar also received the nod of the Cabinet.
Meanwhile, Cabinet accorded sanction to the transfer of State land measuring 222 kanals and 17 marlas situated at village Katli in Samba in favour of the Industries and Commerce Department, for establishment of Industrial Estate.
The sanction was also given to the transfer of State land measuring 144 Kanals 13 Marla situated at Village Narain in Nagrota tehsil to the Animal Husbandry Department for relocation of Poultry Project from Belicharana, which is proposed to be utilized for expansion of the Jammu Civil Airport.
The Planning, Development & Monitoring Department will provide necessary funds for raising infrastructure of the farm at the new location in a time bound manner.
The Cabinet also cleared the proposal regarding creation (up-gradation) of two posts of Registrar Academics in Government Medical Colleges, Srinagar and Jammu. A proposal regarding opening of a private BEd College in Sub Division Handwara was also cleared by the Cabinet.
