JAMMU, Dec 5: All J&K Plus Two Lecturers’ Forum today expressed serious concern over the delay in issuing of formal order of regularization of in-charge lecturers.
Maintaining that only 44 in-charge lecturers had been regularized in the last one year, the Forum appealed the higher authorities to accelerate the process of regularisation.
Welcoming the direction of High Court regarding implementation of Gazetted recruitment rules, in a meeting, District president of the Forum, BD Sharma, informed the members of the Forum that High Court has given direction to State School Education Department to frame seniority list right from lecturer to Director in accordance with the Gazetted recruitment rules by giving 50% quota to the direct recruitees and 50% quota to the departmental promotees.
He disclosed that in 2011, Government elevated 457 lecturers to the rank of senior lecturers vide Govt order No 129-Edu-of 2011 dated February 24, 2011, but only 57 lecturers came through direct quota (PSC) while 400 through departmental quota (DPC), which was nothing but violation of Gazetted recruitment rules.
He informed the House that about 2000 posts of senior lecturers are lying vacant in the department and the eligible lecturers are deliberately debarred from the right of promotion despite availability of final seniority list issued by the Administrative Department vide order No 163-Edu-of 2006 dated March 15, 2006.
Sharma appealed the Chief Minister Omar Abdullah and Commissioner/Secretary, Farooq Ahmed Faktoo for his personal intervention to resolve the issue on priority by implementing the Gazetted recruitment rules in true spirit.
