Administrative importance of ADC

Please refer to the news “Govt. clears ADDCs posts for Nowshera, Kalakote, Sunderbani”,  published in Daily Excelsior on March 24, 2018. In this context, I would like to highlight the matter with special reference to the administrative importance of the post of ADC in the existing structure of district administration.
There are six well defined administrative levels/units of the existing structure of district administration in our state. These include – District, Sub Division, Tehsil, Niabat, Circle/Panchayat and village headed by Dy.Commision/ District Development Commission (DDC), Sub Divisional Magistrate ( SDM), Tehsildar, Naib Tehsildar, Girdawar and Patwari respectively. Each of these officers/ functioneries have well defined powers and functions attached with their posts. But there is no independent unit/ office of Additional Dy. Commissioner (ADC) in the entire ladder of district administration. However, one post each of ADC and ADDC exist in the office of DC/DDC to facilitate smooth functioning of administration and development system in the district. Hence, there seems no administrative importance of ADC at Sub Division level presently headed by SDM. But our State Government ordered posting of ADCs in the sub division of Billawer, Basohli and Kotranka without adhering to any administrative procedure which in turn provided people of Nowshera, Kalakote and Sunderbani to demand for ADC in their respective Sub division.
As the people of Nowshera, Kalakote and Sunderbani  started protest demonstrations shouted anti-Government slogans in support of the demand for ADC, the local legislators including MLA and MLC also joined this agitation blindly. None of them ever bothered to know  the difference between the powers and functions of SDM and ADC. Ultimately, the Government ordered posting of two joint and mobile ADC one each for Nowshera- Sunderbani and Kalakote-Kotranka. But the people rejected this proposal and demanded separate ADC for each sub division without knowing the value of ADC. Even some demanded ACD and others ADDC reflecting gross ignorance. However, the Government agreed and three posts of ADC one each for Nowshera, Kalakote and Sunderbani were sanctioned.
Logically, the issue ought to have been solved and agitation be ended. But it happened differently. The people of Kalakote and Sunderbani welcomed the decision and celebrated it as their victory. But the people of Nowshera rejected this offer with the plea that they were demanding for Dy. Commissioner but not for ADC and the protest is continuing.
The fact is that they were agitating for the post of ADC in ignorance. Now, they came to know that there was no difference between SDM and ADC and as such started demand for Dy. Commissioner.  Nowshera being the  largest and oldest border Sub Division is fully qualified to be given district status without any further delay. The concerned legislators must try to resolve the issue by involving the people of Nowshera, Kalakote and Sunderbani.
