It was also brought into the notice of Mr Vyas that the micro and small scale sector of the State is also suffering very badly due to non-availability of State fiscal incentives as compared to pre GST regime for the units which were not covered under the Central Excise regime with a turnover of less than 1.5 crore.
The other issues discussed during the meeting included employment clause for the reimbursement of CGST/SGST State budgetary support to Industrial units of J & K, extension of State fiscal incentives to new units and units under substantial expansion, denial of price/purchase preference to local SSI Units, provision for shifting from SRO 519/521 to SRO 63, denial of budgetary support to Industrial units engaged in the roasting of groundnuts by Commercial Tax Department Jammu, denial of budgetary support to Industrial units engaged in the manufacturing of cement bricks and cement tiles, issue of procedure /guidelines for the self certification mechanism for annual assessment of raw material/ finished goods for Toll Tax exemption, delay in sanction of power connections to Industrial Units, ‘Ease of Doing Business’ concept to be adopted by the Power Development Department with the re-delegation of power for the sanction of power connections etc.
