JAMMU, July 25: In a Public Interest Litigation (PIL) filed by All Jammu, Kashmir & Ladakh Teacher Federation seeking direction to State for framing policy for maintaining student-teacher ratio without any discrimination, Division Bench of State High Court comprising Acting Chief Justice Alok Aradhe and Justice Sanjay Kumar Gupta has sought report with regard to status of infrastructure in the schools.
In the PIL, it has been submitted that transfers of the teachers are made so casually by the Head of the Department that sometimes schools get teachers whose number exceeds the children. On the other hand, the schools which are situated at a far off distance remained deprived of adequate number of teachers with the result the students remain deprived of fundamental right– Right to Education merely because of corrupt, vested interest of some of the officers.
As per the petitioner, the student-teacher ratio in the schools which are located in the cities is much more than the ratio in villages. Moreover, the infrastructure of majority of the schools is in dilapidated condition and no steps are being taken by the concerned authorities in this regard.
After hearing Advocate Pranav Kohli for the PIL whereas AAG Ravinder Gupta for the State, DB issued directions for filing report with regard to status of infrastructure in the schools, including Primary and Upper Primary Schools, which are situated in rural and urban areas.
