JAMMU, Aug 1: J&K Govt ITI Employees United Front has urged upon the Governor’s Administration to take action with regard to illegal and unfair promotion of an officer in the Technical Education department.
Addressing press conference here Nazir Ahmed Moulvi, state president of the United Front alleged that serious un rest has been created among the ITI employees due to the promotion of one Ajaz Maqbool, Vocational Instructor ITI Tral, as Officer on Special Duty (OSD) to the Secretary State Board of Technical Education J&K, Srinagar, who happens to be the brother of Law Officer, Technical Education Mudasir Maqbool Bhat. He said as per the SRO 254 dated 4th of August 2003, Recruitment Rules of Drawing Instructor having five years service in that category can be promoted to the post of Foreman, Supervisor, Surveyor, Group Instructor i.e. 35% quota for Drawing Instructor, 60 % quota for V.I. having passed ITI/NAC/CTI, 5% from category of Technical Assistant and after promotion as a Supervisor, Foreman, Group Instructor, Surveyor one has to render work as supervisor etc for 05 years and then he can qualify to the next promotion of Gazetted cadre, Superintendent.

But it is very unfortunate that the Secretary Technical Education, Javed Khan, ignoring the feeding cadre has sent shocking and wrong message to the State employees of Technical Education particularly ITI sector. The Executive Body of the Employees United front has already brought into the notice of Advisor (G), vide receipt No. PS/Adb(G) 2018/609-R dated 24-07-2018, Chief Secretary, Commissioner /Secretary GAD vide receipt No. GAD/3524 dated 24-07-2018 and Secretary Technical Education through representations about this illegal promotion order and has demanded immediate cancellation of said order.
Since the Govt has not cancelled this illegal promotion till today, therefore, the Executive Body is left with no option except to announce the state wide protest against the illegal promotion order.
