JAMMU, Feb 4: During his recent visit to Jammu, BJP national vice-president, and its J&K Prabhari, Avinash Rai Khanna, was apprised of the major issue related to the category certificates being issued to the members of the Scheduled Caste community in the State by the Government.
In a memorandum submitted to Avinash Rai Khanna by BJP State spokesperson, Balbir Ram Rattan, it was mentioned that in the State of Jammu and Kashmir, the people who are born in a Scheduled Caste family, have to knock the doors of the Revenue authorities to get category certificate after every 12-15 years in their life time and that the problem is confronted by every such person, male or female, who is a Scheduled Caste. The educated youth have to face humiliation and embarrassment while applying for jobs as majority of them don’t have the SC certificate under new SRO.
Balbir Ram Rattan, through the memorandum, urged upon the BJP national vice-president to take up the issue at the appropriate level so that the practice of issuing SC Certificate under new SROs after every 12-15 years is dispensed with and the community is saved from unnecessary harassment and they are not required to prove their caste again and again.
Avinash Rai Khanna, expressed surprise over such a practice in the State and immediately wrote a letter to the State Governor, Satya Pal Malik, requesting him to look into the matter and if needed, order amendment in the rules related to the issuance of Scheduled Caste category Certificate and that a document once issued should be treated permanent proof of being a member of the SC community.
Balbir expressed gratitude to Avinash Rai Khanna for his quick response to the issue and taking up the same with the State Governor.
