JAMMU, Apr 28: President Thathri Development Front (TDF) Kuldeep Kumar has demanded constitution of Delimitation Commission and rotation of Reserved Assembly Constituencies besides suitable amendment in the latest amended state Panchayati Raj Act.
“One clause in the amended State constitution regarding Block Development Councils and District Planning and Development Boards that was introduced by Congress and NC, says that these councilors and Chairmen would be only ladies who should necessarily be from SC/ST and followed the same by PDP and BJP. If this is implemented, only uneducated and simple woman will be elected and it will debars educated, competent and deserving candidate from contesting the election of Block Development Councils and District Planning and Development Boards in the State which harms true democracy”, he added.
He said that reservation in the conduct of election for Block Development Council Chairperson or Chairperson of District Planning and Development Board will weaken the system under Panchayati Raj Institution and will also weaken the basic unit of democracy in the largest democracy of the world.
“Almost all the law-makers from Jammu, including those from Congress, voted for the anti-democratic amendment. Even Ghulam Nabi Azad, who claims that he belongs to Jammu hit the people of Jammu Province below the belt by rejecting the Wazir Commission report that had recommended three new districts for Jammu and one for Kashmir and created eight new districts, four each for Jammu region and Kashmir region”, he said and defended the anti-Jammu decision saying he believed in the principle of equality.
