Fate of promotion of KAS officers under Tech quota hangs in balance

JAMMU, July 25: Despite the clear Government instructions on efficient and speedy disposal of files in the Secretariat and other Government offices, the fate of the file of 22 Kashmir Administrative Service Officers for their placement in the Time Scale by selection from Technical Service is not known even after five years.
Official sources told the Excelsior that the process of the appointment to the Time Scale of the Jammu and Kashmir Administrative Service (KAS) by selection from Technical services was initiated during June 2014 vide Govt order No. GAD(Ser) Genl/50/2014 dated 12-6-2014.
A total 22 slots in different categories including 14 open, 3 STs , 2 RBA one each SC, ALC and OSC became available and the process of promotion was initiated after recommendations from the concerned Administrative Departments. The file was forwarded to the General Administration Department but till today, the fate of that file is not known.
The aggrieved KAS officers told the Excelsior that they gave several representations to the GAD during last few years but it has been learnt that some officers are sitting on the files. They said even fresh circular No. 39-GAD of 2019 dated 08-07-2019 was recently issued by the Governor’s Administration with fresh instructions that all the files henceforth be initiated either by the Head Assistant or the Section officer and by none below their rank. The senior or junior assistants shall only work as Record Keepers and assistant in typing work. Where both Under Secretaries and Deputy Secretaries are posted in Department, Administrative Secretary shall distribute work in such a manner that a Section officer of Head Assistant submits files either to the Dy secretary or Under Secretary. They may forward the file to Additional Secretary / Special secretary before reaching to the Secretary. A 13 days time limit has been fixed by the Governor’s Administration to clear the files, with maximum three days at the table of each officer.
The secretary GAD Farooq Lone, when contacted said he had taken recently and had no knowledge about the case. However, he claimed that he shall look into the matter and try to expedite the process.
