Jammu, Apr 10: Prof Bhim Singh, Chief Patron of J&K National Panthers Party and Sr Advocate in the Supreme Court of India, has urged President of India to order release of all life prisoners in jails and detenues without trial.
“The President of India is urged to exercise his authority, he enjoys, under the Constitution of India; release all those detenues without trial who have completed more than 3 months in detention without trial and who have no FIR registered against them from detention wherever they are detained in India,” he said.
Prof Bhim Singh said that many citizens of India, including an ex-Chief Minister, ex-Ministers, ex-Legislators of Jammu & Kashmir have been detained under Public Safety Act which is no more a valid law. He also submitted to the President that all those who have been detained in any part of the country for more than 3 months without trial deserve to be released without any delay as there detention beyond three months as well as outside the home State is absolutely unconstitutional and the President has constitutional authority to order their immediate release from their respective detention centers.
Prof. Bhim Singh urged the President of India to also release all those prisoners who have completed 10 or more than 10 years in different jails in any State of India because of the circumstances created by the spread of Corona Virus in the whole world.
“The prisoners who are life convicts and have completed 10 years deserve this special concession under the horrifying situation under Covid-19. “Such prisoners have literally no appropriate hospital/medical care to look after their health if they interact Coronavirus in jails,” said Bhim Singh and urged the President that he has received several concrete information about the horrifying situation which the many life prisoners are facing in jails. “Their relatives, heirs cannot get in touch with them nor they shall be able to attend their final rituals in case any such prisoner dies in prisons because of Coronavirus. This is highly pathetic situation which deserves attention of the President of India who enjoys exclusive constitutional authority under the Constitution of India,” he appealed.
Prof Bhim Singh also appealed to K K Venugopal, Attorney-General of India to support his urgent appeal to the President, because his intervention shall matter.
