Anan urges Govt to stop testing of petroleum products from FSL Jammu

JAMMU, July 23:  Jammu and Kashmir Petroleum Dealers Welfare Society has appealed the State Government for issuance of  directives to Police authorities to stop immediately the `unauthorized’ collection of samples from the petrol pumps and also warned  `no purchase, no sale’ if  the action is not taken to address their grievance.
Talking to media persons, here today, president of the Petroleum Dealers Welfare Society, Anan Sharma alleged that the instruction regarding search, seizure and testing of Petroleum products, issued vide order published in the Gazette of India 2005 and subsequently amended on May 6, 2014, were not being followed in letter and spirit by the State Government and Police authorities.
Further, he added, Forensic Laboratory Jammu is also not well equipped for testing since the tests should be carried out as per standard test method  as given in the BIS specification, IS: 1448 P-method for respective tests
“Some Police personnel are collecting the samples from the retail outlets in the plastic bottles, glass or plastic injections without paying the cost of the petroleum products while the FSL Jammu is not capable to find out the exact ratio from the samples as per the specification,” he alleged.
While elaborating, Anan Sharma said that the FSL Jammu can test samples for deducting the mixture but not provide the content details in the product as required by the authorities. The exact and required details can be obtained only by the laboratories available with the oil companies, he added.
Urging the authorities  to intervene into  the matter immediately and issue directives to the Police to stop harassing the dealers unnecessarily, Anan Sharma also appealed the State Government  to declare all earlier samples taken from Petrol pumps as null and void since no proper procedure was adopted before collecting the samples.
“The Special Mobile Vans, fitted with testing lab, are available with all the oil companies round the clock and could be utilized for spot verification of Petroleum products as and when required by the State Government,” he said and added that if required, all samples may be sent out of the State for testing, instead of FSL Jammu, after adopting legal procedure.
