Army to pay compensation to firing range victims

SRINAGAR, Oct 9: The Government today said that it can’t pay compensation to the losses suffered by the people in Hiranagar area of Jammu due to firing range and made it clear that the compensation is to be paid by the Army.
Responding to a question by MLA Kuldeep Raj in the Assembly regarding compensation to the victims of Hiranagar firing range, State Home Ministry said: “…compensation to the families who lose their members or live stock or suffer damage to their houses due to field firing practices is to be paid by the army/formation unit at their own level and no compensation on this account is payable by the State Government”.
There are 23 villages in Hiranagar constituency which suffer losses due to firing range of the army in the area. “Section 5 of the Maneuvers, Field Firing and Artillery Practices Act 1938 provides that where a notification issued under Section 2 authorizes execution of Military Maneuvers, compensation shall be payable from the Defence Estimates, for any damage to person or property or interference with rights or privileges arising from such maneuvers including expenses reasonable incurred in protecting person, property, rights and privileges,” the reply said.
