JAMMU, Sept 23: CJM Jammu SR Gandhi today rejected the bail application of Girdhari Lal Koul and Rajinder Kapoor, Principal and Secretary of Rotary Inner Wheel Home for Mentally Retarded Girls, who were arrested by the police for their alleged involvement in the sexual exploitation of the inmates.
According to the police case, these alleged accused were having knowledge of sexual exploitation of the inmates of the home but they omitted to take any legal action and got one of the mentally retarded girl aborted from a private clinic. They even incurred expenses for termination of pregnancy.
After hearing CPO Sanjay Kohli with Senior PO Rajeshwar Basotra appearing for the State, CJM observed, “the investigation so far suggests the rape of mentally retarded girls and this has led to their de-facto marginalization”. Accordingly, the court rejected the bail application of the accused.
Meanwhile, Forest Magistrate Jammu (Duty Magistrate) Adnan Sayed today granted six day police remand of two doctors namely Dr Raj Sharma and Dr Raman.
For accused Dr Raj Sharma, a medical certificate was produced mentioning that the patient was admitted on September 22, 2013 in GMC and was still under observation in the hospital.
After going through the CD file, Forest Magistrate observed, “the offence is heinous as well as non-bailable and the investigation is still going on”. Accordingly, the Forest Magistrate granted six days police remand of both the accused till September 28 with the direction to police to complete the investigation as early as possible.
Incharge Police Post Residency Road, Neelam Saini, who got Dr Raj Sharma shifted from Women Cell to Medical College Hospital without any permission from the higher authorities, was placed under suspension.
An order in this regard was issued by SSP Jammu.
The SSP also ordered that an enquiry in this regard will be conducted by DySP Hqr Abdul Rauf Lone.
