BSP alleges discrimination with Home Guards

JAMMU, May 7: The State unit of Bahujan Samaj Party has strongly condemned the discrimination being meted out to about 4300 Home Guards in a recent Cabinet decision where in the duty allowance of Home Guards has not been enhanced adequately in accordance with judgement of Supreme Court of India titled “Grah Rashak” Home Guard Welfare Association V/S State of Himachal Pradesh and others.

Addressing a press conference here today, State unit president of the BSP, SR Majotra said that the Apex Court in its order said that Home Guards volunteers should be paid the duty allowance at such rates for total 30 days, to which the police personnel of states are entitled. He said that the court direction has been implemented in Himachal Pradesh, Punjab and other State of the country except J&K. In Himachal duty allowance of Home Guard is Rs 17,134 per month and in Punjab State is Rs 29,565, per month whereas, as per recent Cabinet decision the duty allowances of J&K Home Guard only is Rs 2700 per month and a 9- day duty of per month.
Majotra further assailed the decision of the State Cabinet which is not as per the other states like HP and Punjab. He said that the Govt is doing continuous discrimination with the poor Home Guards who also discharge their special duties as per police personnel on the direction of the Home Department. Their duty allowance is not paid by the State Government even after the decision of the Supreme Court of India. He urged upon the State Home Department to enhance the duty allowance of the Home Guards by implementing the judgement of the Supreme Court.
He alleged that State Government has also failed to fulfill its commitment towards the employees of the state like Anganwadi workers and clerical staff in revenue and other offices whom demands are not listened and fulfilled as they are protesting for the last three to four months to enhance their salaries/wages. He said BSP fully supports the demands of these employees.
