CEC convenes meeting to resolve grievances of contractors

KARGIL, Dec 19: In order to discuss various measures to redress the issues being faced by the Contractors Association Kargil, Chairman and Chief Executive Councillor, LAHDC Kargil Feroz Ahmad Khan convened a meeting with the concerned officers and the members of the Contractors Association here.
Executive Councilor for Works Mubarak Shah Nagvi, Superintending Engineer (SE) PWD Kargil Er Ved Prakash, Executive Engineers of R&B-II, I&FC, REW, PHE, SVD Sankoo, PMGSY, PWD Zanskar, and Mechanical Division, President and other representatives of the Contractors’ Association Kargil besides other concerned officers attended the meeting.
Threadbare discussion was held during the meeting on various issues including the clearance of the pending liabilities, Technical Sanction (TS) and Accord of Administrative Approval (AAA) besides other issues and decisions were taken accordingly.
With regard to the issues related to the clearance of pending liabilities, the CEC directed the Superintending Engineer PWD to submit the list of all work done liabilities.
To ease the problems related to TS and AAA for which the contractors stated that they have to travel frequently to Leh, CEC Khan instructed the SE PWD to constitute a separate team of engineers which will be stationed at the office of the Chief Engineer Hydraulics HQ Kargil, adding the team would be responsible for verification of all TS and AAA related documentation and the respective Executive Engineers and AEEs would ensure timely clearance by pursuing the cases with the UT Administration Ladakh.
The CEC instructed the concerned engineers to keep into active consideration all ground realities during the preparation of work done estimates and gave directions to the SE PWD Kargil to issue a circular within 2 to 3 days stating therein that on spot visit of the site of any work would be mandatory during the preparation of the project estimates.
CEC Khan further directed the engineers concerned that the work done estimates should be inclusive of all taxes, adding that the AEE and JE would be responsible for any discrepancy found there in.
CEC also asked the Contractors’ Association to abstain from the practice of taking works in hand on very low bid and quit works mid-way thereby creating hurdles in the developmental process.
